MR. ARCENA: Initiative Forum, iyan. Good evening po, Sec.
SEC. ANDANAR: Good evening JV at Asec. Kris. Good evening sa lahat po ng mga nakikinig at nanonood po sa atin dito po sa Radyo Pilipino Uno at PTV, magandang gabi po.
MR. ARCENA: Sir, bago tayo dumiretso sa iba pang mga detalye, paki-balitaan ninyo naman po kami sa mga ganap diyan sa BRI Forum at sa mga nakalipas na araw na mga aktibidad po ninyo.
SEC. ANDANAR: Kanina ay ating pinuntahan itong Belt and Road Initiative Forum gaya ng nabanggit ninyo, at ito po ay initiative ng Peoples Republic of China. Dito sa atin sa Pilipinas ay pinapaliwanag nila kung ano iyong kahalagahan ng Belt and Road Initiative at ng relationship ng Pilipinas at ng Tsina.
Alam naman natin na mayroon pong mga investments ang China sa bansa natin at marami pa silang mga ipinangakong investments na ipapasok sa bansa natin. But currently, I believe there are more than 5 big ticket infrastructure projects that are ongoing; iyong mga bridge, nandiyan iyong mga dam at mayroon din iyong kanilang railway plan dito po sa Mindanao at dito po sa Luzon, dalawa.
And alam ninyo, bukod diyan ay marami po tayong memorandum o memoranda of understanding with China; itong Presidential Communications Operations Office at we are closely working with them since we are a member of the BRI or itong Belt and Road Initiative kaya tayo po ay isa sa mga naging partners ng BRI para sa programang ito.
And then a day before, mayroon din kaming project doon sa Jakarta, itong ASEAN-China. Itong ASEAN-China naman ay communications iyong naging forum doon. We attended that in Jakarta, tapos ang grupo naman ni Asec. Kris Ablan ay also went there for the press freedom caravan kasama si Usec. Joel Egco ng Task Force on Media Security, of course iyong FOI.
So it’s been a busy week for us dahil we just finished the State of the Nation Address at para sa kapakanan ng ating mga tagapakinig ay iyong preparation natin sa PCOO ‘di ba Asec. Kris and JV, is really it’s more than a month ‘no of preparation for the State of the Nation Address sapagkat nagkaroon tayo ng pre-SONAs ‘no, tatlong pre-SONA – isa sa Luzon, Visayas at sa Mindanao, at after that State of the Nation Address itself, and then the post-SONA, at the day after that.
So from this time on and we buckle down to work, marami tayong gagawin. As I’ve always said/mentioned, you know it’s about the Duterte legacy for the next three years. So, ano iyong Duterte legacy: Ito ‘yung mga poverty alleviation; ito ‘yung Build, Build, Build; ito rin po ‘yung peace and order na gagawin natin for the next three years.
So for us here at the PCOO, we will also be busy with a new program that we are calling the Duterte Legacy Communications Campaign Program which we should be launching within the year.
ASEC. ABLAN: Congratulations pala Sec. for the successful holding of the SONA and its broadcast last Monday, as well as the post-SONA. Do you think the holding of the pre-SONA and the post-SONA will be repeated po in the years to come even after the administration o do you think the pre-SONA and post-SONA will be part of Duterte legacy, Sec.?
SEC. ANDANAR: Thank you Kris, thank you. Actually hindi naman ako iyan, marami dapat tayong pasalamatan at i-congratulate – nandiyan iyong RTVM, nandiyan iyong grupo nila Vinci Beltran who’ve been very, very professional and busy organizing this pre-SONA sa Luzon, Visayas, Mindanao, nandiyan din iyong Office of the President, nandiyan din iyong PMS, nandiyan din iyong Office of the Special Assistant to the President, PTV, Radyo Pilipinas, Philippine News Agency, OSEC Media… Maraming involved, and of course the other clusters in the Cabinet na involved diyan sa pre-SONA.
Now to the next question, I think it’s a very helpful and creative idea to hold pre-SONAs kasi alam mo iyong SONA Kris hindi ba, hindi naman tumatagal nang dalawang—I mean, you don’t have the entire day to talk about the achievements. So hindi rin naman lahat ng achievements ay maisasama doon sa SONA ni Presidente, kaya nga tayo mayroong ano eh, iyong yearly report ni Presidente Duterte.
Congratulations Kris Ablan dahil nasama iyong Freedom of Information—
ASEC. ABLAN: Ay, thank you Boss.
SEC. ANDANAR: Iyong grupo mo, at kasama rin sila ni Mon Cualoping ng Rehabinasyon sa report na iyon. Kasi sa atin sa atin sa gobyerno napakahalaga noon eh, iyong maisasama ka doon sa report, ibig sabihin ay the President appreciates your work. So, it’s a very important policy na naisama iyong FOI at Rehabinasyon.
Anyway… will this be a legacy of the President, itong mga pre-SONAs or will be continued in the next president? I really believe that it should be institutionalized, kasi ang laking tulong talaga eh, napapaliwanag mo sa media, sa mga kababayan natin kung ano iyong mga nagawa ng ating Gabinete. At by having pre-SONAs, you’re not only reporting to the media and to the people but you’re also going to the other islands of the Philippines, not only Luzon… may Visayas, Mindanao; so nawawala iyong pagka Manila-centric ‘no ng ating gobyerno by reaching out to the other islands of our country. It should be really institutionalized – the next president should also use this format.
But anyhow realistic ba—yes, go ahead.
ASEC. ABLAN: Yes, sir. Kasi noong pumunta ako ng Davao, nakarinig ako ng comment na, “Buti at napunta kayo dito sa Davao at hindi lang puro sa Manila.” So iyong sinabi mo sir, narinig ko ‘yan sa isang um-attend ng pre-SONA sa Davao two weeks ago.
SEC. ANDANAR: Oh that’s great. Even iyong programa ninyo Kris, ang Dagyao, I think that’ really a very nice program; and when you bring government to the people and the entire country, you’re making government actually accessible itself – at iyon naman ang mahalaga dapat, iyong participatory governance not only in Manila but the entire country. So we should have that, and in fact iyong Freedom of Information, group mo Kris, you know it’s really one of the movers of transparency in government.
At sana.., sana nga ‘di ba, iyong FOI Act ay mapirmahan ‘yan, magawang batas ‘yan. Pero—well our group Kris, tayo, we will do our part to lobby for that ‘no/
ASEC. ABLAN: Yes, sir. Thank you very much, Sec.
SEC. ANDANAR: Oo, FOI Act. And congratulations again for being part of the President’s report.
MR. ARCENA: May panawagan ba kayo sir—nabanggit ninyo naman po iyong FOI bill ‘no, may panawagan ho ba kayo sa mga mambabatas natin sa both Houses?
SEC. ANDANAR: Well, more than the congressmen and the senators… ang panawagan ko sa mga kababayan natin to lobby and to pressure their congressmen and women to talk to them, to write them – write your congressman, write your congresswoman… tell them that mahalaga na maipasa itong Freedom of Information Act ng ating gobyerno and siguro kay Asec. Kris Ablan, I will be directing him to also submit perhaps a version na kung ano sa palagay mo Kris na maisama doon sa FOI bill na ipinasa sa Senado at diyan sa Kongreso. Siguro mainam na ikaw mismo Kris, iyong grupo natin, iyong FOI—kasi tayo lang iyong may experience talaga Kris eh—
ASEC. ABLAN: Yes sir, opo.
SEC. ANDANAR: —sa buong bansa. It is only FOI Executive, Order No. 2, ang mayroon talagang klarong experience na puwede mong i-share sa mga congressman at sa mga senador. Kumbaga, you have the credibility because you have already experienced it and you have the mechanism. So I supposed Kris, you should be part of that.
ASEC. ABLAN: Yes sir, gawin po nating Duterte legacy ang FOI.
MR. ARCENA: Isama sa Duterte legacy.
SEC. ANDANAR: Opo. So you know—I mean, Kris has so many things in his hands but I’m sure with the three years of experience of running the FOI, malaki ang mai-aambag and it’s going to be invaluable kung ano maitutulong ng Duterte administration in crafting this law; para once and for all matapos na ito at before the President steps down from office by 2022 ay Duterte legacy na siya, as JV said.
MR. ARCENA: Uhum. And bago tayo magtapos pala Sec. ‘no, congratulations sa Duterte administration, sa Duterte Cabinet sa napakataas na rating.
ASEC. ABLAN: Oh yes, high rating.
MR. ARCENA: Oo, ‘yung sa SWS at iyong sa Pangulo naman natin na—
ASEC. ABLAN: Trust rating.
MR. ARCENA: Oo, ‘yung trust ratings niya at trust and approval ratings 85%.
ASEC. ABLAN: Unprecedented, at midterm mataas pa rin. Congratulations po Sec. Martin, you’re part of that po.
SEC. ANDANAR: Ay salamat po Kris at salamat JV. But you know, my contribution really is the work of all of you, lahat ng PCOO – from Usecs, the Asecs, to the heads of agencies, the Directors, to the staff… ito’y trabaho ng PCOO eh and I just happened to be here as a Secretary pero trabaho ninyo ito lahat, so I would like to congratulate you too.
Number two, I would like to congratulate ES Bingbong Medialdea for his really excellent leadership in the Cabinet as the Executive Secretary; and congratulate all of the Cabinet secretaries for doing their part; and thank the President also for his trust and confidence in our ability to run our specific or our departments – so salamat Mr. President, salamat. Congratulations din po Mr. President for the 85% approval rating, at maraming salamat sa ating mga kababayan sa tiwala po na ibinigay ninyo kay Pangulong Rodrigo Roa Duterte at sa Gabinete.
