Cabinet Report sa Teleradyo with Presidential Communications Operations Office Secretary Martin Andanar by PCOO Asec Kris Ablan, Radyo Pilipinas


ASEC. ABLAN: Magandang gabi po, Secretary Martin! Kumusta po diyan sa Beijing?

SEC. ANDANAR: Wala ako sa Beijing, nandito ako sa Surigao City.

ASEC. ABLAN: Oh My Gosh, I’m so sorry Sec. Kumusta po, Sec?

SEC. ANDANAR: Sa Surigao City. Well I’m here in Surigao City for three things: Number one, para makita ko iyong operations ng Philippine Information Agency; Number two, since kinausap ako ng Provincial Capitol of Surigao del Norte, pati ng kanilang mga Board Members and the Surigao City Chambers of Commerce to intervene in the repair of the Surigao City Airport. So, I’m here to inspect the project kung saang banda na, kung ano nang improvement or accomplishments; Tapos, number three, I am receiving an award called the Rotary Outstanding Surigaonon Award for Public Service tonight.

ASEC. ABLAN: Wow! Congratulations, Sec! When is the awarding?

SEC. ANDANAR: Well, as we speak, they are already having their dinner then after dinner the awarding ceremony will proceed. So, papasalamat ako sa Rotary Club of Metro Surigao for giving me this prestigious award, the highest award of Surigao del Norte, itong ROSA or Rotary of Surigao Awards.

And last week, nag-shooting kami, nag-taping kami ng programa nating Duterte Legacy –podcast, so at least we already have twelve episodes.

And then, of course, noong pagbalik ko dito sa Manila, I sent the President off. I was part of the sending delegation, official delegation doon sa Villamor Airbase – iyon ang mga naging activities natin for this week.

ASEC. ABLAN: Sec. Mart, natanggap ko po ang inyong libro na “Mediaman”. Maraming salamat Sec. and then napansin ko na sa likod niyon nalagay po ‘yung aking endorsement, I’m very honored po, Sec. Mart.

SEC. ANDANAR: Well, I should be the one thanking you. Pinili ko kayong dalawa ni Usec. Joel Egco kasi kayo iyong madalas kong kasama sa mga activities when I deliver my messages and speeches.

ASEC. ABLAN: Yes, sir.

SEC. ANDANAR: And the book is about messages and speeches, so it’s just right to have the two of you there and I thank the President for also giving a forew0rd for the book and si Senator Bong Go. And it’s my first publication basically and makikita mo lahat iyong mga pinili naming mga speeches ko for the last three years while in government.

ASEC. ABLAN: Yes, yes Sec. Masaya nga po kami sa FOI community kasi ‘yung mga speeches n’yo on FOI was included po. When I posted the picture on Facebook, Sec. Mart, ang daming nagtatanong sa akin kung saan ba binibili kasi gusto nila ng kopya; nagpapasalamat po si Director Ina Zara-Loyola ng Department of Tourism at si sir Ludwig Kalambakal po ng DFA at binigyan po natin sila ng kopya.

SEC. ANDANAR: Well, thank you so much for the interest in reading the book. Actually, the book is not for sale. I just give away the book to friends and to those who want to read the book, so, walang problema. Hanapin n’yo lang si Kris Ablan kung gusto ninyo ng libro. You know, I really have—I thank the agencies, private and government for the invitations to speak. Otherwise, wala tayong libro na pag-uusapan kung hindi nila ako kinumbida.

So, ikaw rin Kris, ang dami mo ng mga speeches so, I would strongly suggest that you compile all your speeches and publish also. It’s the best to record all of your activities. And you know, when we accept activities we accept activities according to the priorities that we have set for our department or for our agencies.

Now, of course, ikaw din Kris ‘pag may nag-i-invite sa iyo you prioritize kung ano ‘yung relevance na ginagawa mo ‘di ba?

ASEC. ABLAN: Opo.

SEC. ANDANAR: So, it’s very—so, when you… when you compile those speeches then you realize that either you’ve been consistent to your objective or you’ve been inconsistent to your objective. Ganoon lang ‘yun ‘di ba? Kung… kung ang objective mo ay halimbawa ay FOI pero iyong public na—‘yung speeches mo hindi about FOI, then there must be something wrong ‘di ba, so, something like that?

ASEC. ABLAN: Yes.

SEC. ANDANAR: So, ako naman, also to remind myself that we have been consistent with the targets that they have set forth for the PCOO since 2016. FOI, Freedom of Information, iyong PTFoMS (Presidential Task Force on Media Security), our engagement with international community, engagement with the government, engagement with the media lalo na—

ASEC. ABLAN: Yes… yes, sir.

SEC. ANDANAR: So, iyon ang mga naging priorities natin, of course, with the agencies diyan sa PCOO.

ASEC. ABLAN: Maganda nga sir, ‘yung pag-layout ng libro kasi nga divided iyon according to your priorities nga and it’s – siyempre, for media, for private organizations, for international – maganda po ‘yung pag-layout. So, kudos po sa inyong editorial team.

SEC. ANDANAR: Thank you. Ang hirap pala mag-compile, Ang hirap pala mag-ano ng libro, it’s no joke. But you know what, I realized it’s the best gift that you can give to a friend or to anybody, Kasi ‘di ba ‘pag nag-regalo ka, usually ang budget mo nasa three hundred pesos, ‘di ba?

ASEC. ABLAN: Opo.

SEC. ANDANAR: Well, ako ang budget ko is three hundred pesos, basta hindi tataas ng five hundred ‘pag nagre-regalo ako sa mga kaibigan or kahit sino ‘no pero ‘yung libro kapag pina-imprenta mo siya, halimbawa for one thousand copies lumalabas na two hundred eighty five pesos ang isang libro. So, makakamura ka ‘di ba and at the same time very personalize kasi sarili mo eh – that’s one thing that I realized about. So, I can’t wait to write my volume two.

ASEC. ABLAN: Oo, kasi nakalagay dun volume one eh, so, ibig sabihin may volume two.

SEC. ANDANAR: Yeah. The volume two I’m thinking about would have or would comprise the achievements of the PCOO, for example FOI, ‘di ba? So, I will ask you to contribute one chapter for FOI. Tapos—

ASEC. ABLAN: Sisimulan ko na po.

SEC. ANDANAR: Oh yes! Oo, tapos si Jo—I-a-announce ko sana sa mancom pero dito na tayo. Tapos si Joel I will ask him to contribute for PTFoMS. I would also ask—

ASEC. ABLAN: JV for Global Affairs.

SEC. ANDANAR: ‘Yung Global Affairs, si GM Lacza for PTV, si President Kat de Castro for IB— ganoon ba.

ASEC. ABLAN: Yes.

SEC. ANDANAR: So, every agency—

ASEC. ABLAN: Maganda ‘yan.

SEC. ANDANAR: Every project, oo, magbibigay ng kanilang chapter. So, iyon ang iniisip ko for the volume two.

ASEC. ABLAN: Maganda po ‘yan. Paghahandaan ko na po, Sec. Martin.

SEC. ANDANAR: Yes, yes… and also ready the best picture that you have while ano—

ASEC. ABLAN: Sige po. Magpapapayat na po ako. Sec. Mart, end na po ng August at September na po. What can we expect po from the PCOO and from your office in this coming September po, anything that you want to share with our audience?

SEC. ANDANAR: Well, first of all, the President is in Beijing in China and he will be travelling to a couple of cities, I understand. And of course, I will wait for the outcome of the meeting between the President and President Xi Jinping para ma-calibrate din natin iyong ating messaging for September.

And well, for the whole month of September basically. Para naman sa atin, the PCOO, we are very busy preparing the Duterte Legacy Communications Campaign. This will be a campaign that will last for two years and a half until the end of the Duterte presidency.

Essentially, we will be communicating, promoting all of the legacies of the President and all of his policies and projects for the next two and a half years. We plan to launch different activities every week from September.

Pero si JV Arcena iyong ano natin dito eh, iyong nasa ating head project manager natin, si JV. So, he will be announcing kung ano iyong mangyayari this coming September. I think, we’re starting third week of September.

ASEC. ABLAN: All right, sir.

SEC. ANDANAR: We are busy preparing for that. Of course, we have a cabinet meeting next week at marami akong maa-announce sa next natin na Cabinet Report the next week and also by the way magkakaroon din tayo ng reformat for our Cabinet Report.

ASEC. ABLAN: Opo.

SEC. ANDANAR: Kasi, I realize that sa sobrang daming invitations sa akin, hindi ako nakaka-attend—

ASEC. ABLAN: Opo.

SEC. ANDANAR: Nang live sa studio, so, we will be recording our Cabinet Report.

ASEC. ABLAN: Sige po.

SEC. ANDANAR: Perhaps, starting October.

ASEC. ABLAN: Right.

SEC. ANDANAR: The same way that I record the CORDS X podcast every Saturday which airs also on Radyo Pilipinas on a Sunday and Brigada News FM, pati sa Bandera FM, and airing also in our social media pages sa Radyo Pilipinas, Presidential Communications. These podcasts are being recorded the same way that we are recording the podcast for Duterte Legacy

ASEC. ABLAN: Sec. Mart, congratulations po sa CORDS X! Alam n’yo po ba na mayroon pong ibang mga Secretary na nagsasabi na, “Asec, pakisabihan mo nga ‘yung boss mo na huwag sobrang maging masigasig sa CORD”, kasi napapahiya po sila.

SEC. ANDANAR: Ano naman eh… iyong CORDS X podcast bukas naman iyan sa lahat ng CORDS hindi lang sa Region X kundi sa lahat ng CORDS sa buong Pilipinas.
