GUIANG: So balikan po natin iyong mga salient points na nangyari nung hearing. Ano ba iyong mga tumataktak talaga sa publiko during that time?

ASEC. BANAAG: Well, maraming tumatak. Siyempre iyong mga controversial na mga statements ng mga resource speakers natin noong Senate hearing. But essentially, kung ako, ang tumatak is iyong presentation ni Secretary Martin Andanar, of course, doon sa mga ginagawa ng PCOO at ating mga line agencies para po makatulong sa kampaniya para sa responsableng paggamit ng social media.

GUIANG: Usually, ma’am, ‘di ba iyong mga Senate hearings, in aid of legislation siya. Pero iyong main output po ba ng hearing, kailangan nga ba talagang gumawa ng batas para mapatigil itong pagpalaganap ng fake news?

ASEC. BANAAG: Ang stand ng PCOO ay, una, we have enough existing laws. Marami na po tayong mga batas. Siguro mas magandang ipatupad na lang natin itong mga batas na ito. At siyempre, hindi tayo sa implementing agency. And of course, ang mga tao na… sa akala nila ay nama-malign ang kanilang pagkatao or they are detained or hindi fair iyong ginagawa ng ibang tao sa kanila, perhaps, they might as well exercise their rights. Mag-complain sila, idemanda nila para makita natin iyong pag-arangkada ng ating mga batas.

And of course, sabi natin, other than that, ang mga journalists po natin ay may code of conduct and etiquette. And tayong mga public officials at lahat ng mga empleyado ng gobyerno ay governed po tayo ng Code of Conduct and Ethical Standards for Public Officials and Employees. So enough; it’s just how to implement or enforce these laws na mayroon tayo.

GUIANG: Okay. And isa rin po sa mga lumabas, Asec., iyong pagpapaigting ng media literacy and on information. So ano po ba iyong mga puwedeng gawin, especially from the end of the government para po lahat ng mga kababayan natin ay talagang tama iyong mga panghuhugutan natin ng impormasyon?

ASEC. BANAAG: Yes, Jules. Dapat i-recognize natin na hindi ang pagkalat ng … if we say fake news, let that be it muna na definition. It’s an all of us campaign, all society campaign – gobyerno at lahat ng mga pribadong sektor po ay kasama po natin dapat diyan.

Ang media information and literacy ay part ng curricula ng Department of Education. Pero on top of that sana, pati sana rin ang CHEd ay tulungan tayo dito sa kampaniyang ito. Ito iyong mga diretsong nakakausap iyong mga kabataan – iyong mga universities, nakakausap nila iyong mga kabataan – so it should not only be us sa state media.

And sabi nga po ni Secretary Martin Andanar noong Senate hearing, if the private sector, the private media would want to partner with us, they can join us doon sa PCO Net natin because we go all-over the country, talking to information officers na hindi lang ng gobyerno – information officer ng gobyerno – pati ng private sector, cooperatives, para matulungan din tayo because that is communication. Like we build bridges with everyone, wala tayong dapat itapon, wala tayong dapat kaaway because we have to communicate kahit na ayaw po sa administrasyon, kahit po ayaw sa atin.

Ang importante po ay i-try natin na humingi ng tulong sa kanila para po maiparating natin iyong kampaniya ng responsable na paggamit ng social media and pag-disseminate or paggamit ng diskresyon sa pagtingin ‘pag may nababasa po tayo sa social media.

GUIANG: Okay. Ma’am, quick round down po tayo sa mga key players dito sa issue na ito. Of course, because of social media, ma’am, very empowered lahat kaya lumabas po iyong mga bloggers. So from the end of the government, ano ba iyong dapat na maging rules and responsibilities nitong mga bloggers na ito?

ASEC. BANAAG: Well, like any person – for that matter, to me, I self-regulate. Like I know that I am accountable for my own posts. I have my own opinion, I can say what I want to say for as long as I don’t malign anybody or I don’t say anything that is not only demeaning, if I would allege any crime to them that’s one thing. It’s not fair.

However, we’re not saying here na it’s not good to voice out your opinion. For as long as you don’t allege any crime to the other person na alam mo na hindi totoo pero you just want to malign the person. So that’s one thing personally for me.

And of course for all of us, tayong mga Pilipino, lalung-lalo na sa mga kabataan ‘di ba na hindi lagi tama na sabihin mo kapag nakakasakit ka na ng ibang tao, nakakasakit ka ng pamilya, nakakasakit ka na ng mga kamag-anak—

GUIANG: Pinag-iisipan bago i-post talaga.

ASEC. BANAAG: Yes, think before you click. It’s cliché, but then tama iyon. And, of course, sa mga kabataan, sometimes nga ‘di ba tayo we go through social media and may mga ‘hay, waste of time’ and may mga nagmumura pa. ‘Di ba, things like that. We should consider that when we post something, we are not talking to ourselves; we’re talking to the whole world, anybody can read that.

GUIANG: Okay. Alright. Ma’am, as we end, may magaganap tayong convention sa Davao ngayong Feb. Please do invite everyone.

ASEC. BANAAG: Yes. In line with the campaign of government, of PCOO and our line agencies po, we are inviting all information officers sa ating bansa and iyong mga media practitioners, both public and private, of course, to join us on February 19, 20 and 21 in Davao City.  Kapag wala pa po kayong imbitasyon, it’s the PIA who will send the invitation.
