RUTH DUMANDAN: Secretary Andanar, si Weng ‘no nandito po. Sir, anong mangyayari ngayon sa hapon na ito?

SEC. ANDANAR: Maganda itong programa na ito, Weng kasi very historic, in a way that we are groundbreaking the first Mindanao media hub. This will be the central media hub of government here in Mindanao. Matagal na nating pangarap ito sa Mindanao na magkaroon ng isang malaking bahay para sa PTV, Radyo Pilipinas, Philippine News Agency, Philippine Information Agency, National Printing Press, APO Production Unit at PCOO – pati iyong News and Information Bureau, mayroon po tayong opisina dito.

At ito pong international hub na ito ay magiging state of the art, na ito po ay comparable sa ating media sa Metro Manila, sa media po, sa private media. And PTV and the rest of the government media personnel will be very, very proud of Mindanao media hub. And we are expecting na mahuman ni siya, matapos ito by December, iyong building; tapos by next year, siguro operational na ito by the second quarter of 2019.

RUTH DUMANDAN: Ilang story bale itong building na ito, Sec?

SEC. ANDANAR: Ground floor, then first, second, third hanggang fourth floor. Hanggang fourth floor ito.

WENG DELA PEÑA: Matanong sana natin kay Secretary kung—siyempre ang target natin diyan ay iyong ordinaryong tao, hindi ba. Ano ang pakinabang ng ordinaryong tao diyan sa itatayong media hub?

RUTH DUMANDAN: Okay, itatanong natin kay Secretary Martin Andanar. Sir, may tanong si Sir Weng, sir, kung ano raw ang benepisyo ng mga ordinaryong tao dito sa Mindanao media hub?

SEC. ANDANAR: Ang benepisyo ng ordinaryong mamamayan dito sa ating Mindanao media hub ay, of course, magkakaroon ng sariling telebisyon ang buong Mindanao, sarili nating lengguwahe – Bisaya. Of course, ang ating pangarap natin dito ay iyong mga programming natin ay nasa lengguwaheng Bisaya, so para sa Mindanao talaga.

Ito rin po ang ating gustong mangyari sa Cebu, diyan sa Visayas. So hopefully, kapag na-approve po ng Department of Budget and Management iyong ating proposal, magkakaroon din po ng Visayas media hub by next year. So it’s a very good legacy for President Rodrigo Roa Duterte na makikita natin talagang dini-devolve niya iyong power ng buong Pilipinas, hindi lang po sa Maynila, Luzon media hub. Kasi for decades and decades, Manila lang po ang mayroong malaking TV station ang gobyerno; ngayon po, mayroon na rin sa Mindanao at sa Visayas.

Q: Gaano kalaki ang budget natin dito?

SEC. ANDANAR: I believe, ang budget dito ay nasa mga 400 million.

Q: So this will house PNA, PIA—

SEC. ANDANAR: Philippine Information Agency, Philippine News Agency, iyong News and Information Bureau. Dito rin po iyong Radyo Pilipinas, PBS FM1, FM2; dito rin po, of course, PTV 4, mga studios, a studio for our Salaam Television, studio for our Lumad television. This will be a very comprehensive studio broadcast facility dito po sa ating lungsod ng Davao City.

Q: Bakit ninyo naisip, sir, na mag-expand outside Metro Manila?

SEC. ANDANAR: Kasi po parati na lang (unclear) Manila eh. So the best way for us in government to show to the whole Philippines na we’re devolving power, we’re decentralizing power. Hindi lang po limited iyan sa mga iba’t ibang ahensiya, sa DPWH, etc., ito rin po, kasama dito ang communication.

So we want the Mindanaoans to have their own media facility, and state of the art media facility.

WENG DELA PEÑA: May tanong pa ako, Ruth. May job opportunity ba diyan para sa mga nais magtrabaho diyan sa media hub na iyan?

RUTH DUMANDAN: Balikan natin si Secretary Martin Andanar. May mga questions dito sa ating kalihim ng PCOO, dito sa local, ni Pia…

SEC. ANDANAR: I feel devastated, and that’s why after this Mindanao Media Hub groundbreaking, we are proceeding to Dumaguete to sympathize with the family of Edmund and also to show to the whole Philippines na hindi po ito kinukunsinti ng Duterte administration. We will fight for the safety of all journalists. Kasama ko po si Special Assistant to the President Bong Go, siya mismo nag-insist na kailangan pumunta kami doon kasi, siyempre mahirap iyong sasakyan, hindi ba? At mayroon namang access si Sec. Bong, so he really insist that we go there, together with Executive Director of the Task Force on Media Security, Mr. Joel Egco. We will make sure, we will assure the family and we’ll assure our media friends in Dumaguete that we will get to the bottom of this problem. It’s a very sad day considering that today is World Press Freedom Day.

He started actually in Surigao. Mao lagi na kuan ko ba, na shock ko kay naa ma’y mga text ni Edmund (Na shock ako kasi may mga text si Edmund) na I can show you later. Na shock ta, it’s not a good day for all of us.

RUTH DUMANDAN: Secretary, mag-o-open ba ng job opportunity para sa mga Davaoeños itong ano …

SEC. ANDANAR: Definitely, definitely, job opportunities not only for Davaoeños but for the entire Mindanao. Ang atong mga igsoon, ang atong mga kabatan-on na gustong mag mag-reporter, gustong mag-broadcaster, gustong mag-TV, gustong mag-radyo, gustong magtrabaho sa PIA, this will really be a facility to really to die for. [Laughs] Kung ikaw, you have ambitions to become a media man here in Mindanao; this is the place to be – the Mindanao media hub.
