The Social Housing Finance Corporation (SHFC) and the National Housing Authority (NHA) are taking over the direct contracting of construction services for the Pambansang Pabahay para sa Pilipino (4PH) program.
Department of Human Settlement and Urban Development (DSHUD) Secretary Jose Rizalino Acuzar said the move aims to eliminate the cost of hiring developers and enable the sovereign guarantee to minimize its coverage.
“Ngayon, ang mangyayari po, kapag napahiram na, ang magpapakontrata na po ang SHFC at saka iyong NHA. Wala nang developers. Sa ganoong sistema, makakatipid po tayo kasi ang developers profit nawawala,” Secretary Acuzar said in a press briefing on Wednesday.
“Kasi alam ninyo po, kapag developer ka, kukuha ka ng contractor, papatayo mo iyong building, kikita pa iyong developers. Eh diretso contractor, kikita rin iyong contractor,” he explained.
“Dito sa ginawa po ng gobyerno natin, wala nang developers. Ang developers po dito ay iyong gobyerno. So nawala na po iyong developers’ profit. So diretso na po tayo sa contractor. So contractors profit na lang. Iyon na po ang hihingian namin ng guarantee,” he added.
Asked on other roles of developer to be assumed by NHA and SHFC, Acuzar identified in-house planning for small projects, particularly creating standard designs but with different facades to reduce monotony.
He added that hiring of private designers would only be done for bigger projects.
“Ako developer ako dati. Kumukuha din ako ng private architects eh to design the development namin. Iyon din, parang iyong NHA at saka SHFC may in house na planning iyan. So, kapag masyadong malaki na at medyo complicated iyong projects, nagha-hire din kami ng mga private designers,” Acuzar said.
“So, it depends on the project at saka iyon, magha-hire ka ng mga designers. At iyong NHA at SHFC may in-house planning din iyan, kapag maliliit na project, sila lang iyong nagdedesign. Tapos gumagawa siyempre ng mga standard design iyan, para pare-parehas na iyong gawaan. Nag-iiba lang iyong mga facade para hindi naman mukhang monotonous iyong itsura.,” he added.
Acuzar said the task of DHSUD is to reduce the costs and price of housing projects. This is why the roles of developers in capitalization and pre-selling are eliminated, he said. Besides, they are no longer necessary because the market already exists, he added.
“Ganito iyan, siyempre ang task natin, pababain iyong presyo, para ibigay sa mahihirap. Kapag hindi mo naipababa iyong presyo na iyan, hindi kakayanin ng mahihirap. Ang layo-layo ng diperensya ng real estate natin, para maka-adopt iyong mga mahihirap,” Acuzar said. PND
