On the Memorandum dated March 18, 2020

The Palace wishes to announce that Executive Secretary Salvador C. Medialdea, by order of President Rodrigo Roa Duterte, issued a Memorandum today, March 18, 2020, addressed to heads of departments, agencies, offices and instrumentalities of the government, government-owned or controlled corporations, government financial institutions and state universities and colleges, as well as local government units.


On the transportation of workers and employees

Reports reached our office on the plight of workers and employees stranded from work, as well as those health workers and those in the exempted group of the ban who could not go to their places of work on Day One of the Enhanced Community Quarantine in Luzon.


On the declaration of a state of calamity

The Palace confirms that President Rodrigo Roa Duterte signed Proclamation No. 929 on March 16, 2020, declaring a state of calamity throughout the Philippines for a period of six (6) months, unless earlier lifted or extended as the circumstances may warrant.


On Col Jesus Durante’s COVID-2019 test results

The Office of the President confirms that the Group Commander of the Presidential Security Group (PSG), Colonel Jesus P. Durante III PA (GSC), also tested negative after undergoing the coronavirus disease 2019 (COVID-19) testing together with President Rodrigo Roa Duterte and Senator Christopher Lawrence Go.



On the issue of curfew

The LGUs can impose curfew within their territories if an ordinance is passed imposing it. In the meantime, the Metro Manila Mayors’ recommendation to impose a curfew in Metro Manila is subject to the approval of the President. The President has yet to consider it.


On the concerns of workers, including those in media

Following the issuance of the Office of the President of the Memorandum which contains the directives and guidelines relative to the community quarantine imposed in the National Capitol Region (NCR), the Palace stresses that non-essential entry into and exit from the said region is restricted and prevented, respectively.


On the role of the spokespersons in communicating measures against COVID-19

For purposes of clarity, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases has agreed that, aside from the President, only the Presidential Spokesperson and the Secretary of Health may announce or discuss the general policies and guidelines pertaining to the issuances and directives of the Philippine Government in addressing the coronavirus disease 2019 (COVID-19) in the country.
