Muli bago ang lahat, samahan po ninyo ako sa pagbibigay pugay at parangal sa mga tunay na bayani ng bayan, ang ating mga manggagawa sa sektor ng kalusugan – mga health professionals mula sa mga doctor, mga nurse, mga medical technologists, mga laboratory technicians, hanggang sa maliliit natin na mga manggagawa sa mga ospital at iba pang pasilidad; mga barangay health workers; mga tanod; mga sundalo; police enforcers at enforcers sa lansangan; sa mga manininda sa palengke at groceries; sa inyo pong lahat na nagbabantay sa aming kapakanan, sumasainyo po ang paghanga ng isang bansang nagpapasalamat sa inyong paglilingkod.

Last night, the members of the IATF approved IATF Resolution No. 17. The contents of which I will share with the public this morning:

A. The Department of Health shall coordinate with the Department of Transportation and the Department of National Defense to ensure the prompt delivery of personal protective equipment from suppliers or donors to the National Task Force (NTF) COVID-19 Task Group on Resource Management and Logistics and ultimately to the frontliners on the ground.

Ang DOH po ay makikipag-ugnayan sa DOTr at DND upang mapabilis ang pag-deliver ng PPEs mula sa suppliers or donors hanggang matanggap ng ating mga frontliners.

B. In addition to the directives of the IATF under Resolution No. 16, Series of 2020, the following are directed to expedite their respective efforts in the identification, establishment and/or furbishing of facilities that will be utilized for quarantine or isolation.

Ang mga sumusunod po ay inaatasan ng IATF na i-identify ang mga pasilidad na gagamitin bilang quarantine o pang-isolate ng mga PUM/PUI at mga kababayan nating may COVID-19.

1. The DOTr shall lead the identification of maritime vessels that can serve as floating quarantine centers in coordination with the DOH.

Ang DOTr po o Department of Transportation ay maghahanap ng mga barko na puwedeng gamitin bilang mga quarantine centers.

2. The Department of Tourism shall finalize the identification of hotels and other similar establishments as quarantine facilities in every region of the country. The Bureau of Quarantine is directed to assess the adequacy of such facilities identified by the DOT.

Ang DoT or Department of Tourism naman ang maghahanap ng mga hotel sa iba’t-ibang rehiyon ng bansa na puwedeng gamitin bilang quarantine facilities habang ang Bureau of Quarantine naman ay inaatasan na akma ang mga ito para gamitin bilang quarantine facilities.

3. The Department of Public Works and Highways or DPWH in cooperation with private entities shall complete all the works necessary to convert the Philippine International Convention Center or PICC, the World Trade Center, the Rizal Memorial Sports Complex and such other facilities as may be necessary into fully functional quarantine facilities.

Inaatasan po ang DPWH na makipag-ugnayan sa pribadong sektor upang gawing quarantine facilities ang PICC, World Trade Center, Rizal Memorial at iba pang mga pasilidad ng bansa.

4. LGUs shall finalize the identification and furbishing of provincial, city, municipal and barangay quarantine facilities in accordance with the guidelines issued by the DILG.

Ang mga LGU natin ay inaatasan na maghanap at mag-ayos ng mga quarantine facilities ayon sa guidelines ng DILG sa kanilang mga nasasakupan.

5. The DOH Centers for Health Development and the regional office of the Department of Interior and Local Government, the local government units including uniformed services shall form composite teams who will serve as personnel in quarantine facilities operated by the national government and LGUs.

Ang mga composite teams na tatao sa mga quarantine facilities ay bubuuin ng mga tauhan ng DOH Centers for Health Development, regional offices ng DILG, at mga kawani ng mga LGU provided that all identified facilities shall be reported to the NTF COVID-19 Task Group on Resource Management and Logistics for consolidation; provided further that the latter shall classify the identified facilities into those that can be utilized for quarantine of persons under monitoring, isolation of patients under investigation or PUIs and those who are positive COVID-19 cases with mild symptoms may be managed. Lahat po ng pasilidad na ito ay ire-report ng NTF Covid-19 Task Group on Resource Management and Logistics para tukuyin kung ano po dito ang puwedeng gawing pang-quarantine ng PUI o pang-isolate ng PUM at puwedeng gamitin para po sa mga mild symptoms ng COVID-19.

C. LGUs are likewise directed to fulfill the following functions in accordance with the guidelines issued by the DOH as applicable:

1. Sustain the provision of basic necessities and local transport for their residents.
2. Identify appropriate human resources who may aid the national government in conducting intensive contact tracing, assessment and monitoring of PUMS and PUIs as well as in the issuance of certificate of completion of 14-day quarantine through their local health units.
3. Disinfect areas in their respective localities as frequently as necessary.

Ibig pong sabihin, ang LGU naman ay inaatasan na una, siguraduhin na matugunan ang mga pangangailangan ng kanilang mga nasasakupan tulad ng transportasyon at pangunahing pangangailangan; pangalawa, i-identify ang mga tauhan nila na puwedeng makipagtulungan sa gobyerno upang ma-trace, assess at ma-monitor ang mga PUMs at PUIs at sa pag-isyu ng certificate of completion of 14-day quarantine sa pamamagitan ng kanilang mga local health units; at pangatlo, i-disinfect ang kani-kanilang lugar.

D. Paragraph I of IATF Resolution No. 14, Series of 2020, providing for exemptions on the implementation of the ECQ in the entirety of Luzon is hereby amended to wit:

Employees of the Philippine Postal Corporation at a capacity necessary to maintain the prompt delivery of services to its clients provided that such exemption shall be without prejudice to the requirement of strict social distancing measures in their establishments.

Ibig pong sabihin, doon po sa mga exemptions sa ECQ dito po sa Luzon, isinama na po natin, ng IATF ang mga empleyado ng PhilPost para tuloy-tuloy po ang serbisyo nito.

E. The IATF recommends to the Office of the President the proposal of the Department of Agriculture to import a total of three hundred thousand metric tons of rice by the Philippine International Trading Corporation or PITC through government-to-government arrangements for contingency purposes.

Inirerekomenda po ng IATF sa Office of the President and proposal ng DA na mag-import ng three hundred thousand metric tons ng bigas para matiyak na hindi po tayo mauubusan ng supply.

F. The national policy of unhampered movement of cargoes and workers from permitted establishments such as agriculture and food products and their supply chain is hereby affirmed.

Inuulit po ng IATF na dapat hayaan ang tuloy-tuloy na daloy ng mga kargamento at pagpasok ng mga manggagawa sa sektor ng agriculture at food production.

G. The IATF Technical Working Group to be led by the Department of Health is directed to convene and finalize the parameters for deciding on the eventual total or partial lifting of the ECQ in Luzon; the possible extension of its duration or its expansion to other areas outside the contained areas subject to the approval, amendment or modification by the IATF.

Ibig sabihin, ang ITAF Technical Working Group na pinamumunuan ng DOH ay inaatasan na i-finalize ang mga pamantayan na gagamitin para matukoy kung itutuloy ba o hindi ang ECQ dito sa Luzon o kung may isasama pang lugar sa ECQ na ito. Importante po ito at uulit-ulitin po namin: hindi po totoo ang kumakalat na balita, fake news po na ie-extend ang Enhanced Community Quarantine nang sixty days.

Sa usapin na ito, science is in charge. Sana po malinaw ito sa ating lahat.

H. The IATF TWG is likewise directed to formulate and present a decision tool for the management of land-based or sea-based overseas Filipino workers who may be repatriated through the efforts of the national government.

Ang IATF TWG ay inaatasan din na ayusin ang pamantayan para sa pagpapauwi ng mga OFWs land-based man o iyong mga sea-based.

I. The IATF adopts the recommendation of the Department of Justice for the issuance of a joint memorandum circular governing the handling of confiscated goods covered by the Price Act and other relevant laws.

Ina-adopt po ng IATF ang rekomendasyon ng DOJ ukol sa paggamit ng mga nakumpiskang mga overpriced goods at iba pa.

J. Finally, the Anti-Red Tape Authority or ARTA shall form part of the expanded membership of the IATF.

Isinasama na po ang ARTA bilang kasapi ng IATF para matulungan po tayo sa pagtanggal ng red tape sa ating mga procedures and processes.

Last night, the President once again thanked all those who have worked tirelessly and sacrificed so much in order to treat our countrymen who have contracted COVID-19, to contain this outbreak and to care for the millions of families affected by the Enhanced Community Quarantine in Luzon and similar measures in other parts of the country.  All of you, especially our health workers and those at the frontlines are this nation’s living heroes. Maraming, maraming salamat po.

As more of our countrymen are being brought to the hospitals, we recognize that it is vital that we take care of those responsible for taking care of us. Yesterday, the DOH announced that we have acquired one million sets of PPEs for our health workers. This will be distributed to health workers in both private and public hospitals in Luzon, as well as hospitals in other parts of the country.

We thank all of those in the private sector who have stepped up in the meantime to help address the shortage of PPEs. Maraming, maraming salamat po sa tulong ninyo.

Nabanggit po ni Presidente kagabi na naihanda na po ng gobyerno ang tulong pinansiyal na ipapaabot sa mga pamilyang nangangailangan – ang emergency subsidy program na may budget na two hundred billion pesos.

This public health crisis has disrupted the lives and livelihoods of many of our countrymen but government will exert all efforts to ensure that millions of Filipino families are taken cared of. Hindi po kayo pababayaan ng gobyerno.

In the coming days, the DSWD will provide to families in need the proper assistance and subsidies. Again, we would like to thank all those who in their own initiative have reached out and provided for our less fortunate kababayans unable to go to work due to the Enhanced Community Quarantine.

Mga kababayan, uulitin po namin: there are many ways we can help one another as we work to overcome this crisis together. But it all begins with staying home and taking all the necessary precautions to avoid spreading the virus. Bahay muna, buhay muna. Iwasan po nating mahawa at gawin po natin ang lahat para hindi mahawa ang iba.

Together we can beat COVID-19, together we heal as one.

Sa puntong ito, babasahin ko po iyong mga questions na ipinadala po ng mga kaibigan po natin mula sa media at sisikapin ko pong sagutin ang mga katanungan po ninyo.

Mula kay Arriane Merez, ABS-CBN News Online: Saan po galing ang two hundred billion aid na sinasabi ni Presidente, iba po ba ito sa two hundred seventy-five billion na sinasabi ng DILG na nakalaan sa mga LGU para sa mahihirap? And number two: Paano ang proseso po ng pag-avail ng financial aid?

Iyong two hundred billion po na sinasabi ni Pangulo at iyong two hundred seventy-five billion, the same po iyon. Lahat po iyan ay mula sa Bayanihan Act to Heal as One. So, ito po iyong kumbaga rough estimate natin between two hundred billion to two hundred seventy-five billion ang ating kinakailangan para matugunan ang pangangailangan ng ating mga kababayan lalong-lalo na iyong mga nahihirapan na dahil sa COVID-19 na situation po na ito.

Iyong proseso po ng pag-avail ng financial aid, I think na-explain na po ito ng DSWD; pero para sa kaalaman ng lahat, ngayon po, mayroon namang hawak ang DSWD na database ng mga pangalan ng pinakamahirap nating mga pamilya mula sa mga listahan na ginagawa ng DSWD at sa iba pang mga programa na inilalatag ng DSWD para sa kapakanan ng ating mga kababayan na mahihirap.

So ngayon po, ito iyong una nating gagamiting basis, itong database na ito, itong listahan na ito. At habang ibinabahagi ng DSWD ang food assistance, ito ang mauuna ang food assistance para sa mga pamilya na nasa database ng national government ay sinasabayan po iyan ng pagkolekta ng DSWD ng listahan mula sa ating mga LGUs. At doon sa pangalawang pasada ay ibibigay na ng DSWD iyong mga nakaligtaan doon sa unang listahan niya na nandoon naman sa listahan ng ating mga LGUs.

So, food assistance po muna ang ipapamahagi ng ating national government and then to follow na po iyong financial assistance gamit iyong listahan; combined na po ng national government list at ng LGus para to avoid any duplication.

So, katulad ng sinasabi ko po, iyong pagbibigay o pamamahagi natin ng financial assistance iyon po ay karamihan ay nasa informal sector. So, ang pagbigay po ng tulong na iyan through food assistance pati financial assistance ay gagawin po natin through the help ng DSWD at ng ating LGUs at ng ating iba pang mga ahensya ng gobyerno at kasama na diyan ang ating mga kapulisan at ating mga kasundaluhan.

So, doon iyon naka-concentrate usually sa informal sector iyan, sa informal workers. Doon naman sa ating mga workers na nasa formal sector, may iba naman pong mga programa na ipapamahagi ang Department of Labor and Employment.

From Rose Novenario, Hataw: Puwede pong paki enumerate o breakdown ang mga matatanggap na ayuda ng mga oridinaryong mamamayan mula sa LGUs hanggang sa national government para maiwasan ang pagkalito ng mga komunidad at pagdududa sa pamahalaan? Sino-sino ang kwalipikadong makakatangap, kailan nila matatanggap ang tulong ng gobyerno? Maraming salamat po.

Kailan nila matatanggap? Sa lalong madaling panahon, ginagawa na po ng DSWD iyan. May ipinamamahagi at ipinamimigay na po ang DSWD sa kasalukyan sa NCR at sa ibang mga regions na apektado. So, tuloy-tuloy po ang trabaho na ginagawa ngayon ng DSWD with the… sa pamamagitan din ng tulong ng LGUs.

So, kung matatandaan po ninyo noong first two weeks po ng ating Enhanced Community Quarantine, nauna na po ang LGU dahil sila po gamit ang kanilang quick response fund, nauna na po silang namahagi at namigay ng mga assistance at ito na nga po iyong second phase, iyong mula naman sa national government. So, tuloy-tuloy pa po iyan.

Ngayon, sino iyong kwalipikado na makatanggap? Base po sa JMC or joint memorandum circular na pinirmahan na po at ito ang ginagamit nating basis para sa pamamahagi natin ng social amelioration, nakalagay po dito iyong mga target beneficiaries. So, ang iilan… babasahin ko kasi mahaba ito so pipiliin ko na lang-iyong families assessed to be most affected by the declaration ng ECQ.

Given their life situation or circumstances with at least one member belonging to any of the following vulnerable or disadvantage sectors namely: senior citizens; persons with disability; pregnant and lactating women; solo parents; indigenous people, so mga lumad po, mga kababayan nating mga lumad; underprivileged sector and homeless citizens; transportation vehicle drivers; informal economy worker whether directly hired or occasional workers or  subcontracted workers or homeworkers; house helpers; drivers of pedicab, tricycle, PUJs. UVs, PUVs, taxi and transport network companies; operators of sari-sari stores and the like; family enterprise; owners or operating or managing small businesses such as retail, food production, vending, karinderya, fruit or vegetable vendors, vendors in the streets, etc; subminimum wage earners; employees affected by ‘no work no pay policy.’

Iilan lamang po ito sa mga kwalipikadong mga beneficiaries po ng social amelioration program.

From Tina Mendez, PhilStar: CAAP grounded the fleet of Lion Air which also ferried medical supplies sent by the DOH to the provinces. What are the available resources now being used by government to reach designated COVID referral hospitals? How did the grounding of Lion Air planes affect distribution of supplies around the country?

Unang-una po, our deepest condolences and sincere prayers po doon sa families’ ng mga nasawi dahil sa pag-crash noong Lion Air aircraft. Iyong air assets po ng ating gobyerno, iyon po iyong primarily na gagamitin po natin doon sa pagdi-distribute ng mga kinakailangan sa iba’t-ibang lugar ng ating bansa. So, when it comes to the air assets, gagamitiin po natin iyong air assets ng gobyerno at sa private sector din po ay nakikipag-ugnayan na rin po tayo para maaari rin po tayong gumamit ng mga air assets mula sa private sector.

Who’s going to do this, the President?  – Yes, the Office of the President.

Budget breakdown, how much really and what are the allocations? Is there a national policy or guidelines to following—or handling COVID disease protocol as in step by step? – Iyong budget breakdown, hinihingi ko pa iyong final copy ‘no. Pagpasensiyahan ninyo po na wala pa po sa akin, but as soon as I get it, I will report immediately ‘no, kung ano iyong maari nating ma-report doon sa report of the President to Congress. Doon sa guidelines in handling COVID disease, over and above iyong mga in-issue na po na guidelines ng IATF noong nakaraang press briefing po natin. Mayroon pong specific guidelines ang DILG on the handling of the COVID-19 disease.

With regard to social amelioration, how do we make sure it is fairly accessed when we have reports of barangay kapitans favoring those who voted for him or for her? – Okay. Kaya nga gaya ng sinabi ko, dalawa po iyong basis po natin ng pagbigay natin ng ating tulong ‘no, noong assistance and subsidies. Number one is what is already in the national database, so iyong national database po, punung-puno po iyan ng lahat ng mga beneficiaries mula sa DSWD, mula sa Department of Labor and Employment, mula sa Department of Agriculture at iba pang mga ahensiya ng gobyerno.

So lahat po iyan ay naka-centralize na po sa database ng DSWD. So lahat ng mga government agencies are required to share the database ng beneficiaries nila, ng iba’t ibang ahensiya doon sa DSWD para siya lang po magko-consolidate ng lahat ng listahan ng beneficiaries. Mula sa database na iyon ay makikita po natin kung sino iyong kuwalipikado based dito sa Joint Memorandum Circular for the Social Amelioration Program. So iyon po iyong mauuna nating bibigyan sa pasada na iyan. Habang ginagawa po natin iyan ay hihingin po natin iyong listahan mula sa LGUs at kasama na diyan iyong mula sa barangay kapitan.

Pero dapat ang pagbibigay ng listahan po ay based sa guidelines natin kung sino po iyong kuwalipikado na beneficiaries. Mula sa listahan na iyan at habang nagdi-distribute ang DSWD, bini-vet din po ng mga ibang DSWD workers sa central office iyong listahan na sina-submit ng LGU just to make sure na wala pong duplication ng list. Para sa next pasada, iyong listahan na naman po ng mga LGUs at barangays na hindi naman na-include sa national database, iyon ang pagbibigyan natin.

‘Pag natapos na po iyong food assistance ay magkakaroon na po tayo ng, kumbaga, final list ng lahat ng nabigyan natin ng food assistance. Para sa ganoon, iyong third na assistance, iyong financial assistance ay ma-ensure na po natin na walang duplication at mabibigyan at mapagbigyan po mula sa national database pati iyong sinubmit na listahan ng ating mga LGUs.

Now, how do we ensure na maayos ang pag-list ng barangay kapitan? – Well, narinig po natin iyong warning ni Pangulong Duterte na huwag pong abusuhin ng ating mga LGUs at kasama na ang barangay kapitan ang binigay na discretion po sa kaniya.

Can we say we’re the flattening the curve with more than two weeks into the quarantine? – Gaya ng binasa ko po kanina, iyong IATF ay nag-create po noong Technical Working Group at iyong Technical Working Group na iyan ay chaired ng Department of Health. Sila po ang magsi-set ng parameters in order for us to determine kung naging maganda ba iyong mga hakbang na ginagawa natin at kasama na rin po diyan iyong flattening of the curve. Ngayon masyado pang maaga, pero anyway the DOH will be setting the parameters and ‘pag na-present na po ng DOH sa IATF ay ibabahagi ko rin po sa publiko.

Bombo Radyo, Reymund: Puwede bang habulin ng gobyerno ang mga employer na ayaw sa WFH – pasensiya po, hindi ko kabisado ang WFH – lalo kung puwede naman, lalo malayo ang mga empleyado sa workplace? – Well, siguro ang general answer ko sa question is siyempre hahabulin ng gobyerno ang kung sinuman ang nag-aabuso.

From Sam Medenilla of Business Mirror: “Tatanong ko lang po sana kung ano iyong possible measures na masama po sa sinabi ni President Duterte last night na recovery package for companies affected by COVID-related quarantine at kailan po kaya expected ma-complete ng Economic Team ang guidelines for this? Maraming, maraming salamat po.” – ‘Pag natapos na po ng Economic Team ay ibabalita ko po. Ayoko pong pangunahan ang Economic Team sa ginagawa nilang guidelines para po dito. But mayroon pong assurance ang Pangulo at ang buong administrasyon na tutulungan po natin ang mga maliliit na mga kumpanya lalong-lalo na ng mga distressed MSMEs.

From Triciah Terada, CNN Philippines: “We’re now on the third week of ECQ, what would be the government’s criteria in lifting the lockdown?” – Gaya ng sinabi ko po, mayroon na po tayong Technical Working Group na binuo chaired by DOH, sila po ang magsi-set ng parameters at ‘pag sila po ay nakapag-present na sa IATF at ‘pag in-adopt na po ng IATF iyong parameters at guidelines na po na iyan ay amin pong ibabalita sa publiko.

“Regarding the social amelioration plan, paano po exactly ang distribution at paano po makakasiguro that it will not be abused at makakarating sa dapat puntahan?” – Well gaya ng sinabi ni Pangulo, any abuse by the local government units at whatever level ay agad isususpinde ni Pangulong Duterte ang mga abusive local government officials at idi-detain po natin kung kinakailangan. Iyong distribution ay nasagot ko na rin po.

“Ano po ang assurance from food manufacturing sectors na hindi tayo kakapusin ng pagkain sa mga susunod na araw lalo na iyong mga imported and raw materials na ginagamit?” – Gaya noong sinabi na namin sa mga nakaraang mga IATF briefings natin, the Department of Agriculture and other government agencies ay nakikipag-ugnayan na rin po sa iba’t-ibang bansa sa ASEAN to make sure na iyong bigas natin ‘no, iyong mga commitments po nila sa mga rice na i-import po natin ay tuluy-tuloy po. At ang DA is already acquiring 300,000 metric tons of rice and may contingency pa tayo na another 300,000 metric tons of rice through the PITC tulad ng aking binasa na IATF.

So iyon lamang po ang mga tanong. Maraming, maraming salamat po to DZRH, GMA News TV, PTV, RTVM, PCOO at sa lahat na nag-hookup po sa broadcast na ito.

Muli ang panawagan namin, bahay muna, buhay muna at lahat po tayo ay magtulungan ‘no. Paulit-ulit po naming sasabihin, ang kalaban po natin dito ay ang COVID-19. Nagpapasalamat kami sa lahat ng tumutulong sa atin, sa gobyerno, lahat ng mga tumutulong sa kapwa niya, sa ating mga kababayan, sa inyong mga initiatives na ginagawa, mula sa private sector whether na-recognize man kayo publicly or you’re doing your efforts privately, we thank you for everything that you’re doing to help us in this situation and this crisis that we face.

Pero ako po ay naniniwala na kung lahat po tayo ay magtutulungan, tayo po ay magtatagumpay.

Maraming, maraming salamat muli sa ating mga frontliners lalong-lalo na ang ating mga healthworkers. Mayroon po kaming gagawin at ia-announce siguro later on, either today or tomorrow na gusto po natin bigyan ng applause or parangal ang ating mga healthworkers na gusto natin na everyday maalala natin sila and everyday we will keep them in our prayers, and everyday we will recognize them.

So siguro in the near future, we’ll make the announcements. At ang pakiusap po natin sa lahat na bigyan po natin ng pagmamahal ang ating mga healthworkers at ang ating mga frontliners.
