Usaping bakuna po muna tayo. Dumating noong Huwebes, June 10, ang 2,279,116 doses ng Pfizer. Sa numerong ito, 210,600 doses each ang maibibigay sa Metro Cebu at Metro Davao.
Noong Biyernes naman po, June 11, 100,000 doses ng Sputnik V ang dumating. Itong batch ng bakuna ay magsisilbing component one or first dose ng bakuna. Suma total, mayroon nang 180,000 na Sputnik V na dumating sa Pilipinas.
As of June 13, 2021, 6 A.M., nasa mahigit na siyam na milyon or 9,329,050 doses ng bakuna na ang dumating sa Pilipinas. Nasa higit anim na milyon or 6,870,054 doses ng COVID-19 vaccines ang na-administer as of June 12, 2021.
Kaugnay nito, nagsimula ang phased vaccination ang Armed Forces of the Philippines kaninang umaga sa Camp Aguinaldo. Bukas naman ang bakunahan ng ating kapulisan sa Camp Crame ‘no. Inaasahan natin na mismong ang hepe ng Pambansang Kapulisan na si General Guillermo Eleazar, ang mangunguna sa bakunahan. Pupunta po tayo sa bakunahan ng ating mga kapulisan.
Inuulit namin: Libre po ang bakuna ha, first dose at second dose. At tandaan na hindi sapat ang unang turok para sa mga bakuna na kinakailangan ng dalawang turok upang magkaroon ng pinakamataas na antas ng proteksiyon. Kailangan makumpleto ang dalawang turok na pawang binibigay nang libre ng pamahalaan.
Isa pa ring paalala: Kailangan pa ring magsuot ng face mask at face shield kahit nabakunahan na po. Dagdag proteksyon ito laban sa virus lalo na sa mga bagong variants. Hangga’t hindi nababakunahan ang karamihan sa atin – Mask, hugas, iwas pa rin tayo.
Samantalang may lumubas na report tungkol sa Sinovac COVID-19 vaccines sa bansang Uruguay kung saan ikinumpara ang 795,684 na indibidwal sa kanilang bansa na nakatanggap ng second dose ng mga hindi nabakunahan. Lumabas na 95% effective ang Sinovac para maiwasan ang deaths, 92% para maiwasan ang intensive care admissions at 61% efficacy para mabawasan ang coronavirus infections. Hindi nalalayo sa Pfizer na parehas na report ng Uruguay kung saan ang Pfizer ay 94% effective para maiwasan ang intensive care unit admissions at 78% para mabawasan ang infections.
Isa lang ang pinapakita nito: Ang pinakamabisang bakuna ay ang bakunang mayroon na. The best vaccine is the available vaccine. Tara na po at magpabakuna! Maging parte ng solusyon. Protektahan natin ang ating sarili, ang ating pamilya, ang ating komunidad.
COVID-19 updates naman po tayo. Ito po ang ranking ng Pilipinas sa mundo ayon sa Johns Hopkins:
- Number 24 pa rin po tayo pagdating sa total cases
- Number 24 din po tayo pagdating sa active cases
- Number 131 naman po tayo sa cases per 100,000 population
Mayroon tayong 7,302 na mga bagong kaso ayon sa June 13, 2021 datos ng DOH. Siyempre po, dahil po sa ating mga bayaning medical frontliners, 93.7% ang gumaling mula sa coronavirus. Nasa 1,232,986 na po ang bilang ng mga naka-recover. Samantalang malungkot namin pong binabalita na 22,788 na ang nabawian ng buhay dahil sa coronavirus. Ang ating case fatality rate po ay nasa 1.73%.
Ano naman po ang kalagayan sa ating mga ospital sa Metro Manila at buong ospital sa Pilipinas. Unahin po muna ang ICU beds:
- Forty-six percent lang po ang utilized
- Ang isolation beds, 37% lang po ang utilized
- Ang ating ward beds, 32% lang po ang utilized
- At ang ating ventilators ay 32% lamang po ang utilized
Sa buong Pilipinas:
- Ang ICU beds utilization ay nasa 58%
- Ang ating isolation beds ay nasa 48%
- Ang ating ward beds ay 47% utilized
- At ang ating ventilators ay 36% utilized

SEC. DIZON: Maraming salamat, Spox Harry. Maraming salamat, Sec. Mon. Ako po ay inatasan ni Secretary Charlie Galvez, ang ating Vaccine Czar, na magbigay ng maikling report tungkol sa rollout natin. Magpapakita lang po ako ng ilang mga slides.
Ang una pong ipapakita natin ay noong nakaraang linggo po ay naka-isang milyon na naman tayong doses administered last week. Ang ibig sabihin po nito, tatlong linggo na po tayong dire-diretso na nakakapagpabakuna ng one million doses kada linggo. At iyong tatlong linggo na po iyan dahil po diyan ay seven million na po ang ating nabakunahan, at nakikita po natin talagang pabilis na po nang pabilis ang ating pagpapabakuna.
At noong nakaraang linggo, tumaas na naman po ang ating pagbabakuna. Nag-a-average na po tayo ng close to a hundred fifty thousand per day, at nakapag-peak tayo nang mahigit 200,000 ‘no, 220,000 noong nakaraang linggo. Despite po na kakaunti pa lang ang bakuna na dumating nitong mga nakaraang mga two weeks ay dumadami po nang dumadami ang ating pagbabakuna. At kanina po, ako po’y nasa Camp Aguinaldo, at binabakunahan na po natin ang ating mga sundalo ‘no. Mayroon tayong babakunahan na mga 1,000 soldiers sa Camp Aguinaldo today. At siguro po in the next two weeks, iyong ating A4 frontliners ng ating mga sundalo, ng ating mga kapulisan, ng ating mga Bureau of Fire Protection, ng ating Philippine Coast Guard, NBI at iba pang mga frontliners ay mababakunahan na rin po sa mga susunod na araw.
Finally po, isang magandang balita lang. Pruweba po na slowly but surely ay nagbubukas na tayo, kahapon po dumating na po ang mga participants ng FIBA Asia Cup qualifiers. Ito po ay ang kauna-unahang international sports event sa Pilipinas simula po noong ating paglaban sa COVID-19. SEC. LOPEZ: Okay. Magandang tanghali po sa lahat, kay Sec. Vince, Usec. Rocky, at sa lahat po ng ating mga kasama.
Dito po sa safety seal, ito po ay isang paraan para mabigyan at mabalik ang kumpiyansa ng ating mga kababayan, mga customers na iyong establisyemento na may safety seal ay sumusunod sa minimum public health standard. Ito po ay isang sticker na inilalagay sa labas at ito po ay ibinibigay pagkatapos ng isang inspeksiyon ng government agency na naka-assign sa mga establisyemento na iyon.
So, for example, dito po sa gyms, mga indoor sports, ito po ay under the inspection ng mga LGUs natin at ang ni-require po ng IATF last Thursday ay buksan na rin po ang gyms sa mga indoor sports, racket sports. Ito po iyong mga ilan sa mga nahuli nating mga binuksan na mga economic activities sapagkat dito nga po pinag-iingatan at alam naman po natin ang ating proseso na dahan-dahan, maingat na pagbubukas ng mga economic activities dahil po ito ay indoor, ito po ay isa sa mga huli nating binuksan. Pero pagdating po sa gym dito po niri-require ang safety seal at ang paraan naman po ng pag-apply ng safety seal, ito po ay online. Pumunta lang po sa safety seal microsite at doon po mag-a-apply iyong establisyemento na iyon. Mayroon hong gagawin silang self-assessment to make sure that they are already compliant to the minimum public health protocol and when they are confident that they are complying, mag-request na sila ng inspection. And after the inspection sila po ay mabibigyan ng safety seal kaagad ‘no at ito po, this will allow 30% operating capacity dito po sa mga indoor sports.
At of course mayroon po tayoong iri-request po mamaya sa IATF na kung puwede ay – dahil marami hong nagri-request na gusto ng magbukas kaagad – so, siguro po, dito para mabuksan kaagad puwede naman ho nating i-request na imbes na 30% magbukas sila kahit 20% para lang ho makapag-open na sila at hindi na sila maghintay ng mag-iinspeksiyon dahil alam natin na baka hindi kaagad sila mapuntahan.
Para ho mawala ang bureaucracy, gusto natin ease-of-doing business, i-request po natin na payagan nang buksan kahit 20% at kapag nainspeksiyon sila kaagad within one week or two weeks, puwede ho silang mag-30% dahil ang safety seal naman ho would allow really a 10-percentage point increase sa mabibigyan ho ng safety seal even in restaurants, even in mga salons, barbershops, we allow additional 10%-point increase once na mabigyan sila ng safety seal.
Again, ito po ay patunay na safe po doon sa lugar na iyon and hopefully this will encourage consumer confidence and eventually business confidence. So, again doon lang po, online application lang and the request for inspection.

SEC. ROQUE: Secretary Lopez, may alam na ba ho kayong mga chain of gyms na nabigyan na ng safety seal and are now allowed to open or wala pa po?
SEC. LOPEZ: Dahil noong Friday lang po natin ina-announce, so we are expecting today ng mga application. At ang mga LGUS kanina po nasa Mandaluyong po tayo at nag-issue ho tayo ng safety seal doon sa isang malaking establisyemento roon. Sabi po ni Mayor ay kasama ho ito sa papupuntahan kaagad nila.
In fact, mabilis po ang mga LGUs din naman natin. Mandaluyong for instance – 2,400 na ang naisyuhan ng safety seal dito sa mga establisyemento, sa Mandaluyong pa lang ho iyon. And ito hong gyms dahil kaka-announce lang po natin ay papupuntahan din po nila kaagad.
SEC. ROQUE: So, most likely ho, next week mga mga ilang gyms na na magbubukas?

USEC. IGNACIO: Yes. Good afternoon, Secretary Roque. Good afternoon, Secretary Lopez and Secretary Vince Dizon.
First question, from Leila Salaverria of Inquirer for Spox Roque and for Secretary Vince, Cebu has amended its protocols and now requires an RT-PCR test on the 7th day upon the arrival of an OFW or returning Filipino but it is still keeping its swab upon arrival policy and allows those who tests negative to proceed to their destination and complete their quarantine there instead of in a facility as required by the IATF. Question: Is the IATF or Malacañang satisfied with this changes Cebu has made?
SEC. ROQUE: Well, lilinawin ko lang po ‘no. Ang inamyendahan lang po iyong ordinansa ng Cebu to include the 7 days RT-PCR test. It has always been the protocol which deviates from the IATF protocol that in Cebu arriving passengers are given PCR upon arrival and then—on the 7th day but if they test negative on the 3rd day then they are sent for home quarantine.
Now, the memorandum of the ES po diverting flights intended for Cebu to Manila expired last June 12 ‘no; wala pa po akong nakukuhang any further issuance from the Office of the Executive Secretary or from the President himself. Let’s just say that the matter is within the cognizance of the President po ‘no kasi pinatawag naman ni Presidente si Governor Gwen Garcia. Binigyan ng pagkakataon magsumite ng critique sa protocol ng Cebu ang Department of Health. Nagsumite po ng critique ang Department of Health at wala pa po akong natatanggap na balita since then.
But I think the IATF policy remains that it must be followed nationwide although as I said, ang Presidente na po ang magdidesisyon ‘no dahil inaksiyunan na po iyan ng Presidente. Antayin po natin ang desisyon ng ating Presidente.
USEC. IGNACIO: Secretary Vince?
SEC. DIZON: Gaya po ng sinabi ni Spox Harry, hintayin na lang po natin ang desisyon ng ating Pangulo pero pinag-aaralan naman po ng mga advisers ng IATF iyong mga recommendations na galing sa Cebu.
USEC. IGNACIO: Opo. Second question po niya: If Cebu can do this, does this mean other LGUs can also amend their testing and quarantine protocols as they see fit?
SEC. ROQUE: Well, as I said po ‘no, ang IATF policies are supposed to be implemented nationwide. Although iyong mga probinsya po na may MGCQ gaya ng sinabi ko na, iyong pagpupulong na naruroon si Governor Gwen Garcia, let’s learn from the experience of provinces and regions which have been on extended MGCQ.
USEC. IGNACIO: Question from Cresilyn Catarong of SMNI News: Any comment daw po on Vice President Robredo’s remark regarding on the COVID-19 response ng Davao City? Robredo said and I quote, “Sa Cebu parang controlled ‘di ba? Parang controlled ang marami ang ginagawa. Ang partnership doon hindi lang talaga LGU pero very active doon ang medical community. Sa tingin ko ang lesson sa Cebu ganoon din, makakapulot ng aral ang Davao.”
SEC. ROQUE: We fully support the statement of Mayor Sara in this regard. Tigil na muna ni VP Leni ang pamumulitika at sasagot naman po si Mayor Sara as Mayor of Davao City kapag daw po eh the VP quote, “dares to run for president.” So abangan po natin ang engkuwentro ng dalawa.

Secretary Roque, for my first question, schedule muna po ni Pangulong Duterte. May Talk to the People po ba mamaya? At inaasahan po ba natin na kasama na rito iyong announcement para doon sa mga lugar nga na mapapaso na iyong quarantine classification?
SEC. ROQUE: Mayroon pong Talk to the People at aanunsiyo po ng Presidente kung ano iyong quarantine classification dahil mamaya rin pong hapon, isasapinal ng IATF ang rekomendasyon nila para sa quarantine recommendations.
MELA LESMORAS/PTV4: Opo. Speaking of quarantine classification, Secretary Roque. May chance na po kaya na mag-MGCQ ang NCR Plus given na gumaganda na iyong sitwasyon dito? And at the same time, dahil nga may mga lugar din na tumataas iyong kaso, mayroon din po ba tyansa na magkaroon uli ng lugar na nasa ilalim ng ECQ?
SEC. ROQUE: Well, sabihin na lang natin noong bago sumipa ang mga bagong variants na napakababa ng mga kaso sa Metro Manila, hindi pa rin nag-MGCQ ang Metro Manila. Pero ngayon po 7,000 pa rin po ang total new cases natin. Hindi ko alam kung ilan nanggaling doon sa Metro Manila pero mas mataas pa po iyan kaysa doon sa nakalipas na panahon na parang 1,000 cases na lang tayo eh hindi pa rin po nag-MGCQ.
So, is it likely to be MGCQ? I have very serious doubts na magiging MGCQ po iyan. Is it likely na magiging regular GCQ? Most likely po pero antayin na lang natin dahil oras na lang po ang binibilang bago po mag-recommend ang ating IATF.
Now of course may mga areas po, may mga LGUs na nag-apela na ilagay sila sa ECQ. Well, aaktuhan din po iyan mamayang hapon ng ating IATF.
MELA LESMORAS/PTV4: Opo. And panghuli na lamang po, Secretary Roque. Sa isang interview sinabi ni DOH Usec. Bong Vega na 2% pa lang ng Philippine population ang fully vaccinated versus COVID-19 dahil nga sa kakulangan ng supply nitong mga nakalipas na araw. Do you confirm this? And dahil nga po midyear na, ang concern ng ilan at this rate, kaya po kaya talagang ma-achieve iyong population protection ngayong taon?
SEC. ROQUE: Kaya po ‘no. We do not dispute the percentage and we never claimed na malaki na iyong percentage. Basta iyong actual numbers ngayon ay almost 7 million na o in excess of 7 million and that makes us the second highest number of doses administered in ASEAN. Now of course iba-iba ang mga populasyon so iba-iba iyong magiging porsiyento at mababa ang ating porsiyento.
Pero doon sa naging ulat kanina ni Sec. Vince Dizon, tumaas na po iyong ating capacity para magpabakuna. Umabot na po tayo sa 300,000 noong minsan per day at hindi po iyan malayo doon sa sinasabi natin na kinakailangan natin ng 500,000 doses per day para makamit po iyong population protection by December.
Sec. Vince Dizon, would you like to add?
SEC. DIZON: Tama po, Spox Harry. Nakita naman natin iyong graph kanina, talagang pataas na nang pataas. Natatandaan natin noong nagsisimula tayo, umaabot lang tayo ng 30,000 per day. Ngayon nag-a-average na tayo ng 150,000 plus per day. Umaabot tayo nang mahigit 200,000 plus pero kagaya ng sinabi ni Spox, dahil may dumating na maraming bakuna noong nakaraang linggo, kampante tayo na tataas pa ito sa mga susunod na araw at susunod na linggo. At pagdating ng mga bakunang padating na rin ngayong June and July, makikita po talaga natin na tataas nang tataas itong mga numero natin. Hopefully aabot na tayo doon sa target natin na 500,000 and then tuluy-tuloy na po iyan until we reach our target for 2021.

USEC. IGNACIO: Secretary, question from Maricel Halili ng TV-5: Can you give us more details about the President’s message encouraging Willie Revillame to run? Ano po ang napag-usapan ng Pangulo at ni Willie?
SEC. ROQUE: Ay, I had a copy of—I have a copy of the video greeting of the President. Ang sabi nga po niya tumakbo ka ng presidente pero sa bandang huli rin sabi rin po niya na pupuwedeng magpresidente si Willie Revillame ‘no. It’s a video greeting of sorts ‘no so hindi po iyon new meeting between Willie Revillame and the President.
USEC. IGNACIO: Opo. Second question po niya: How is the health condition of the President? He was outbalanced during the Independence Day rite? Was it as simple misstep or did he get dizzy?
SEC. ROQUE: It was a simple misstep. Malinaw naman po sa video ‘no that the President was turning on a podium ‘no, some kind of a podium so medyo na-out of balance lang po. Wala naman pong problema sa kalusugan.
USEC. IGNACIO: Opo. For Secretary Vince Dizon. Secretary Vince Dizon, question from Maricel Halili: Senator Drilon asks the government to make a full accounting daw po of the 82.5 billion COVID budget before asking for more funds from Congress. He said the transparency is critical for the success of our vaccination program. How will you respond to this? Senator Drilon asks, how many did the national government buy and at what price?
SEC. DIZON: Tama po ano, napakaimportante po noong sinabi ni Senator Drilon, transparency po talaga is very important. And the national government agencies will be presenting the breakdown of the budget and how it has been utilized, released and utilized, tomorrow at the Senate committee of the whole hearing. And definitely po, sinusuportahan po natin iyong calls for transparency and we will be very transparent po.
USEC. IGNACIO: Second question po niya: The Philippines ranks 8th among 10 South East Asian Nations in terms of vaccinating its whole population. According to international think tank Our World in Data, the Philippines has vaccinated only about 4.23% of its total population as of June 8 with 6.31 million doses of the COVID-19 vaccine administered so far. What does this figure say? Are we behind our vaccination program, Secretary Vince?
SEC. DIZON: No, I don’t think we are. Remember, ang pinakaimportante sa vaccination program ay iyong supply; and nakita naman natin hirap na hirap ang buong mundo sa supply. Pero despite that, nakikita naman natin pagdating ng bakuna dito, mabilis tayong nakakapagbakuna. At ngayon, dahil binuksan na natin ang pagbabakuna sa ating mga manggagawa na kailangang-kailangan ng bakuna, makikita po natin tuluy-tuloy na po ang pagbilis ng ating pagbabakuna. And we are very hopeful that if we get the supply that we are programmed to get in the next couple of months, bibilis nang bibilis po iyan at maaabot po natin ang ating targets for 2021.
SEC. ROQUE: At saka siguro idadagdag ko, iyong unang quarter, first three months na nagbakuna tayo ay umabot tayo ng 7 million. So mayroon pa tayong dalawang quarter until December ‘no. So, kung if we go at the current pace, it will be 21 million; pero dahil dadami nga po ang supply, eh I think we will hit the target by December.
USEC. IGNACIO: Thank you, Secretary Roque, Secretary Vince.

PIA GUTIERREZ/ABS-CBN: Hi, sir! Good afternoon. Sir, before I start my question, sir, could you clarify the number of vaccine doses na nandito na sa Pilipinas? Kasi may nakapansin po doon sa number ninyo na nakalagay doon sa graphics kanina, it’s only 9.3 million. Pero parang nasa 12.7 million doses na tayo as of our database po doon sa ABS-CBN research.
SEC. ROQUE: Secretary Dizon? You are the National Task Force, ano po ang total na dumating?

SEC. ROQUE: Okay, we will confirm that also tonight ‘no.
PIA GUTIERREZ/ABS-CBN: Yes, sir. Kasi doon sa monitoring ng ABS-CBN, the number as of June 6 pa and according to our research, it’s running na mga 12.7 million doses. Tinatanong lang, sir, just to be clear.
SEC. ROQUE: Let’s go with your figures then.
PIA GUTIERREZ/ABS-CBN: Sir, my first question is for Secretary Vince Dizon. So, sir, dumating na po iyong 2.2 million Pfizer vaccines from COVAX. How soon can we start the A5 vaccinations this month and may guidelines na po ba tayo rito? Will we have the same priority of the vaccines, like for example sa NCR+8?
SEC. DIZON: Yes. So the Pfizer vaccines have been deployed beginning the weekend, so nag-deploy na sa mga iba’t ibang lugar. Pero kung maaalala natin, importante na ang mga Pfizer vaccines, dahil nga medyo delicate ang handling nito, ito ay pinapadala sa mga LGUs at sa mga probinsiya na may ‘proven’ capability to handle the vaccines. Ang sukatan natin doon ay iyong kanilang ability to store and to handle dahil nga -80 degrees, hindi biro ang handling nito at kailangang i-assess sila ng DOH kung kaya ba nilang i-store at i-deploy ang mga bakunang ito. Marami diyan ay sa mga malalaking siyudad tulad ng NCR, Cebu at Davao.
Pero nagpakita na rin ng capability ang mga ibang siyudad sa Central Luzon, sa Southern Luzon, sa Region VI at sa iba pang mga cities sa Mindanao. So, iyon ay ibabahagi na at na-deploy na iyan starting noong weekend at mayroon ding deployment ngayon at bukas. Kung saan sila gagamitin, importante maalala natin, iyan ay mga COVAX vaccines, iyan ay donated; at dahil diyan, importante i-prioritize ang A1, ang ating senior citizens, ang ating those with comorbidities at ang ating mga indigent populations.
So magsisimula na iyan kapag natanggap na ng LGUs ang mga bakuna. At simple lang ang guidance, kailangan i-prioritize sa A1, A2, A3, health workers, seniors, iyong mga may comorbidities at iyong ating mga mahihirap. Paulit-ulit sinasabi ng ating Pangulo na dapat unahin ang ating mga mahihirap na kababayan at iyan din ang goal ng COVAX para sa equitable distribution ng mga bakuna.
SEC. ROQUE: Before we continue ‘no. Kakapasok lang na balita from the Office of the Executive Secretary: The President has decided that the IATF protocols must be implemented by the Cebu Province. The last extension was just a preparation for full implementation of that decision. So, the President has also considered the DOH critique and has decided that Cebu Province must abide with the IATF arrival protocols.
PIA GUTIERREZ/ABS-CBN: Sec. Vince? Thank you for that. Can we start this June?
SEC. DIZON: Yes, definitely! Yes, they will start already. But we cannot overemphasize the prioritization for health-care workers and especially also our senior citizens, especially for the Pfizer vaccine, very important ito. That is why we have required all LGUs to have very special lanes and special vaccination centers for health-care workers, senior citizens and those with comorbidities.
PIA GUTIERREZ/ABS-CBN: For my second question: The DBM is asking for another 25 billion pesos for the procurement of vaccines. But senators are questioning this because they want to know first how much of the original 82.5 billion allocated for our vaccine purchase have been dispersed kasi until now, apparently wala pa rin daw accounting for this. So, could you tell us, sir, what happened to the 82.5 billion? Why is there a request for additional 25 billion for vaccines?
SEC. DIZON: First of all, I just want to clarify: I don’t think the DBM had made any request for an additional P25 billion. I just want to clarify that. However, tomorrow at the Senate we will, in the interest of transparency and accountability, the DBM, the DOH and the National Task Force will be presenting the breakdown of the budget that the Congress has approved for the vaccination program. So maybe we can wait until tomorrow at the Senate hearing for that.
PIA GUTIERREZ/ABS-CBN: All right. Ito naman, sir, third question for Spox, this is a question from Ina Reformina: Professor Rommel Banlaoi of the Philippine Institute for Peace Violence and Terrorism Research says tensions may possibly spark anew in Mindanao, specifically BARMM in relation to the upcoming 2022 Bangsamoro parliament polls. He believes whether or not the election will push through, there will be a sector that will be disgruntled. What does Malacañang’s take on this and how are we addressing and or preparing for such?
SEC. ROQUE: Well, quoting the President in this matter, the President says that he will send his Armed Forces to the area to maintain peace and order.

Dahil sa malaking bilang ngayon ng mga residente ang binakunahan, bukod pa sa dinadagsa na rin ang vaccination sites ng A4 category na kinabibilangan ng essential workers mula sa pribado, gobyerno at mga manggagawa mula sa informal sector at self-employed, malaki ba daw po ang posibilidad na isailalim na ang NCR sa normal GCQ simula bukas, June 15? Kapag nangyari ito, kailangan pa rin ba ang pagsusuot ng face shield?
SEC. ROQUE: Kagaya ng aking nasabi po, kung ang pagbabasehan po natin iyong healthcare utilization rate na below 50% na sa ngayon, iyong average attack rate, daily attack rate and 2-week average attack rate na parehong negatibo ay pupuwede po na magkaroon ng lower classification. Pero sa tingin ko po, hindi pa rin po sapat iyan para sa MGCQ, pero baka sapat po iyan sa normal GCQ. Pero hintayin po natin ang magiging rekomendasyon.

SEC. DIZON: Ganoon din po, hintayin na lang po natin ang recommendation ng IATF na base naman sa advice ng mga eksperto.

Second question po ni Kris Jose for Secretary Roque: What’s the Palace’s reaction on the report that some House members hit the DOH for failing to distribute to hospitals 370 respirators donated by some firms in the tobacco industry leaving them instead unused in a warehouse? For Deputy Speaker Rufus Rodriguez, I quote, “This is criminal negligence. These respirators could have saved lives. My district in Cagayan de Oro which has one of the highest cases of COVID in the country badly needs these respirators.”
SEC. DIZON: Pinabulaanan po iyan ng Department of Health two days ago dahil iyong mga dinonate na respirators po ay dineliver na sa mga ospital karamihan po ay mga pribadong ospital at kakaunti lang po ang itinago ng Department of Health sa mga donated respirators na iyan para i-deliver doon sa mga lugar kung saan tumataas po ang COVID-19 cases.

Sir, just a follow-up question doon po sa data from Our World in Data where Philippines ranked 8th in the vaccination in terms of population. Sir, we noticed that the government has been harping on or the messaging has been focused on being number two in terms of number of vaccines administered. Isn’t this in a way, sir, sort of misleading in terms of messaging na parang ipinapakita po natin that we’re second but in reality, we’re eight in terms of population?
SEC. ROQUE: Certainly not! Because the same database also includes the number of doses actually given ‘no, so wala pong pagkakamali doon. It’s just two ways of looking at the number: One is absolute numbers and we remain second, there is no deception; and another is a percentage number which depends on your population. Natural, 50% ang Singapore eh ilan lang naman ang Singapore, wala pa yata silang four million. There’s absolutely no deception when you use absolute numbers, katotohanan lang po.
SEC. DIZON: Spox? Trisha, can I just—
TRICIAH TERADA/CNN PHILIPPINES: Yes, sir, please.
SEC. DIZON: Segundahan ko lang iyong sinabi ni Spox ‘no. I think you know—I mean, we have to all understand the vaccination program is dependent primarily on supply and there is a global supply problem but what the government has shown is that when the supply comes, we use it to vaccinate as fast and as many of our countrymen as possible. And when we show absolute numbers there is no deception there. Spox is absolutely correct. We are just stating a fact that we have vaccinated now seven million Filipinos with at least one dose.
I think the people who try to do these things, you know, are just trying to find fault where there is no fault. We are getting vaccines as fast as we can, Secretary Galvez is working very hard to bring the vaccines in country, as soon as they arrive in country we will vaccinate as fast and as many of our countrymen and women as we possibly can.
TRICIAH TERADA/CNN PHILIPPINES: All right. Thank you, sir. To Spox Harry. Sir, iyong 1Sambayan announced their nominees for President and Vice President, ano pong masasabi ninyo, sir, with their options and sabi po nila, they based it on three things: One is character, two is competence; and third it’s track record. What are Malacañang thoughts about this?
SEC. ROQUE: Well, I’m certain they’ll get more votes than those who accepted the nomination.
TRICIAH TERADA/CNN PHILIPPINES: Iyon Admin, sir, kailan po kaya planong mag-announce ng nominees and ano po iyong tinitingnan na basis ng administration for nominating candidates?
SEC. ROQUE: Nakatutok muna po kami sa pagbabakuna at sa pandemya, inisantabi muna mga pangarap at kagustuhan na manalo sa eleksyon. Malayo pa po sa isipan ng Presidente iyan.
TRICIAH TERADA/CNN PHILIPPINES: Sir, this question is for you or for Sec. Vince or Sec. Mon. Tomorrow po iyong end ng quarantine classification natin, what kind of quarantine or GCQ are we looking at in terms of implementation? For example, mas tinitingnan po ba natin iyong pagluluwag or easing of age restrictions, opening of more establishments and pag-expand ng mga capacities po?
SEC. ROQUE: I think I answered that earlier ‘no. I think most likely it will be ordinary GCQ. This has been announced also publicly as the recommendation of our implementers – the Metro Manila Mayors and… although I don’t want to second guess, an ordinary GCQ would result in higher percentage capacity particularly for indoor dining and for indoor facilities ‘no.
SEC. LOPEZ: If I may, Spox?
SEC. ROQUE: Yes po.
SEC. LOPEZ: Tama po iyon ‘no. Kung tayo po ay mag—we go into a lower classification, ang iingatan lang po natin, itong movements sa operating capacity. I think it is moving on its own in terms of iyong gradual and safe increase in operating capacity, again, because of the new variant which is a new variable dito po sa ating mga considerations. So, it may not be the same GCQ as before but certainly there is a bit of opening where we can, again, safely kaya we will just have to specify ano po ang mga operating capacity per sector which as you know we’re really watching closely. SEC. ROQUE: Well, alam ninyo po, itinuturing na nating isang lugar itong NCR+. Halos lahat na po ng desisyon natin is not just for NCR but for NCR+ dahil ang katotohanan naman po it is one geographic unit.
USEC. IGNACIO: Opo. Question from Sam Medenilla of Business Mirror for Secretary Roque: May update na po ba sa request ni former Associate Justice Francis Jardeleza asking President Duterte to certify as urgent a new law amending the Baseline Law?
SEC. ROQUE: No further developments but I have been informed by Justice Jardeleza that he has been contacted by lawyers from the Office of the President doing staff work on the proposal.
USEC. IGNACIO: Opo. Second question niya: May naging action na ba ang IATF sa proposal to increase the 5,000 cap this year for healthcare workers?
SEC. ROQUE: Wala pa pong aksyon ang IATF, wala pa pong motion galing sa DOLE bagama’t the matter has been referred to a technical working group sa POEA po at saka sa Department of Health.

PIA RAÑADA/RAPPLER: Hello, Sec? Can you hear me?
SEC. ROQUE: Go ahead, please.
PIA RAÑADA/RAPPLER: Yes, sir. Sir, first question on the Cebu protocols. Sir, because the President before issued many warnings and threats against local officials for failing to respond to COVID-19 violations and we’re just wondering is the President similarly outraged that Cebu Governor Gwen Garcia since—in a way this tantamount to a violation of IATF protocols on arriving passengers, hindi po ba?
SEC. DIZON: Well, in the meeting, I did not sense any such emotion from the President. There was in fact an understanding over the issue of humanity as far as the ten-day quarantine period for OFWS concerned and of course there’s the reality that Cebu Province has been on MGCQ for the past ten months.
PIA RAÑADA/RAPPLER: If Cebu Province continues to implement its own rules, will Malacañang see it as an affront to the President given that you’re already issuing this warning?
SEC. ROQUE: I do not know and I leave this matter to the Department of Interior and Local Government.
PIA RAÑADA/RAPPLER: And then question for Secretary Mon Lopez. Sir, iyong Safety Seal requirement po ba will still apply if NCR+ is downgraded to regular GCQ?
SEC. LOPEZ: Yes, of course. Safety Seal requirement will be required—again just to clarify, required siya sa ngayon sa gym but we shall be requesting that this be made voluntary also as a way to increase the capacity. In other words, just like the application in other business establishments, the opening can happen already but the establishment can ask for a Safety Seal to increase the operating capacity by 10 percentage points. So, iyon ang ire-request natin mamaya.
Sa ngayon kasi, the agreement on the gym is require Safety Seal before opening. So, what we would request is allow opening and have Safety Seal and the inspection even after opening and that opening—and that Safety Seal will allow an additional 10 percentage point. So, for specifically the gym probable can be opened 20% before the Safety Seal and then magpa-inspect na sila para may additional 10 percentage point, so 30% kapag may Safety Seal.
PIA RAÑADA/RAPPLER: So, sir, iyong policy na you’re mentioning that they can actually already open pero less than 30%, that’s already in place? That’s effective—?
DTI SEC. LOPEZ: No, no, no. Nililinaw ko lang na iyong policy na ito, ipu-propose natin sa IATF mamaya because last Thursday and Friday, ang na-approve, 30% pero may safety seal. So iri-request natin, let’s allow opening 20%, pero kapag may safety seal ay 30%. So it becomes now a … parang you can now open pero have a safety seal even after opening para lang maiwasan iyong maraming mag-request sa LGU kaagad at hindi sila maka-open hanggang hindi na-inspect. You know, we’re just trying to avoid the bureaucracy there.
PIA RAÑADA/RAPPLER: Pero, sir, if a gym applies today and waits a week for the safety seal that they believe is required, and then baka naunahan na sila ng downgrade to GCQ na ordinary. Hindi po ba better to just wait for the announcement later? I mean, what would you say to people who will think that way?
DTI SEC. LOPEZ: No, no. Kaya sinabi natin kanina in the earlier question na kapag nag-downgrade to regular GCQ, we just have to be careful lang on the percentage of operating capacity. We will have to keep it and allow a gradual movement also. Hindi siya automatic as in the previous percentage operating capacity ng mga GCQ last year or iyong before ng GCQ natin. Iyon ang mangyayari ngayon dito sa GCQ na ito. It may allow other movement but not on the operating capacity, especially on indoor activities. We’ll just have to take it gradually, especially iyong mga indoor.
Kasi if you notice, iyong mga iba namang economic sector they are allowed na 50% or iyong iba up to 100%, sa manufacturing ‘di ba? Ang mga mayroon na lang controls ngayon ay iyong mga indoor retail establishments. So kaya ito, we will have to be treated differently lang just to be on the safe side.
PIA RAÑADA/RAPPLER: Okay. Thank you, sir.
SEC. ROQUE: Thank you very much, Pia. Balik tayo kay Usec. Rocky, please.
USEC. IGNACIO: Opo. Secretary, pahabol lang from PTV: Can we ask daw if there are any plans to ease rules on those who have been fully vaccinated in terms of travel and going out to restaurants, events, movies, etc.? Any plans to have a standard vaccination card good for international travel for Filipinos?
SEC. ROQUE: Lahat po iyan ay pinag-aaralan ‘no. We are in the process always of reviewing arrival protocols, at mayroon pong mga small groups na pinag-aaralan na po iyan. Hintayin na lang po natin ang desisyon.
USEC. IGNACIO: Opo. From Red Mendoza of Manila Times for Secretary Lopez: Sinabi po ni Philippine College of Physicians’ President, Dr. Maricar Limpin, ang gyms ay non-essential at dapat na pinanatiling sarado dahil sa threat ng virus. Ano po ang masasabi ninyo?
DTI SEC. LOPEZ: Well, ang gyms po ay actually essential po especially for physical fitness/wellness program. So it’s essential. Kaya lang po siya hinuli in the order of priority is because of its indoor operation and possibly a bit of a risk as they share equipment. Pero nag-submit po sila, ang industriya, ng mga minimum health protocols na mas mahigpit po ‘no. Kaya very carefully po iyan binuksan. Kaya nga po niri-require natin sila ngayon na may safety seal at sigurado iyong pagbukas ng minimum public health protocol will be required. Isa pa, iyong ventilation will have to be improved ‘no, sisiguraduhin po iyan.
Pero as to its essentiality, many and I guess all, especially those who are really trying to get their exercise in gym will say na talagang essential po ito. At essential also in the economy, although not as big as mga restaurants and other retail establishments, they still account for about 22,000 workers which was part of the consideration why they were also opened and allowed in the decision last Thursday sa IATF.
SEC. ROQUE: Well, as a person with diabetes and with coronary heart disease, my doctors really advised me to exercise. And a gym is absolutely indispensable because I don’t have the space at home for the necessary exercise.
USEC. IGNACIO: Second question po, Secretary Mon Lopez: Sa regular na GCQ ba if binalik ito sa Metro Manila, kasama ba dito ang sine, amusement centers at iba pang leisure activities? Marami nang naapektuhan daw po sa sector na ito at sinabi sa isang hearing na nalulugi na raw ang film producers dahil sa hindi pa rin available ang mga sine sa Metro Manila?
DTI SEC. LOPEZ: Iyan po, I think, Usec. Rocky, just like before in the discussion when this was being considered for re-opening, this will really have to undergo more studies ‘no. Kasi ito nga, iyong the risk inside, in a dark place like a cinema, ito iyong mga kailangan tingnan din natin. And the issue on ventilation, of course, will be there.
So kailangan lang talagang pag-aralan ito nang mas mabuti. And right now, we’re just treading carefully dito sa mga indoor activities na ito because of the new variants.
SEC. ROQUE: Okay. Bago tayo magpatuloy ‘no, we have verified our figures, and we maintained that the total number of vaccines that have arrived is 9,329,050, although we wish the ABS-CBN figures of 12 million were correct. But it’s really 9.3 million. Hindi pa kasi naa-update iyong mga latest arrivals. But so far, the official figure is at 9.3 million.
Okay, next question please.
USEC. IGNACIO: Opo. For Secretary Vince Dizon, tanong pa rin po mula kay Red Mendoza ng Manila Times: Sinabi po ni Dr. Limpin na may mga ospital na punuan na naman ang ICU tulad ng Heart Center at San Lazaro. Ano po ang ginagawang hakbang ng NTF para hindi maulit ang surge na nangyari nitong Marso?
SEC. DIZON: Una po, ibi-verify natin kung accurate po iyong information. Kausap ko rin po si Undersecretary Bong Vega, ang ating Treatment Czar, at sa kaniyang pagtsi-check ay hindi naman puno ang Heart Center at San Lanzaro. In fact, medyo mababa na nga as reported ni Spox Harry ang critical care utilization ng NCR.
Pero tayo ay nakabantay pa rin. Alam mo itong COVID-19, nakikita naman natin hindi lang sa Pilipinas, sa buong mundo, ay talagang very unpredictable. At ang mga ginawa natin noong nakaraang mga linggo at buwan is talagang naghahanda tayo for a potential surge ‘no. Kailangan lagi talaga tayong handa, kasama na diyan ang isolation facilities; kasama diyan ang mga gamot na kailangan naka-preposition sa ating mga ospital; kasama rin diyan ang mga dagdag na ICU facilities at mga kagamitan tulad ng mga ventilators at mga high-flow oxygen machines.
So very important ang paghahandang iyan at ginagawa iyan nang maigi ni Usec. Bong Vega, ng ating Treatment Czar. So tuluy-tuloy pa rin ang paghahanda; hindi tayo puwedeng maging kampante.

IVAN MAYRINA/GMA7: Magandang hapon, Secretary. Ang question ko po ay para kay Secretary Mon Lopez, sir? Kani-kanina lamang po ay inanunsiyo ni MMDA Chairman Benhur Abalos na nagkasundo ang mga Metro Manila mayors na i-adjust iyong curfew, 12 midnight to 4 A.M. na raw po. Ano ho ang magiging impact nito sa operasyon ng ating mga negosyo? Can they just automatically adjust operating hours? Halimbawa po iyong iyong mga mall, puwede silang magsara ng alas diyes or maybe even later or ganoon din po ba iyong mga restaurants and other business establishments?
DTI SEC. LOPEZ: Yes, Ivan. Puwedeng immediate implementation ito. And correct tayo diyan na iyong mga establishments can immediately adjust the operation hours nila. At malaking tulong ito, thank you sa MMDA, malaking tulong ito kasi alam mo iyong extension lang noong opening hours nila will allow additional, maybe, one or two more turnovers, ibig sabihin, iyong palit ng tao; at more costumers at of course, mas malaking kita para sa mga workers doon sa mga establisyimento na iyon. That means that they can close around 10, 10:30, and they’re still be on the, ‘ika nga, still be allowed greater mobility. Kahit sabihin natin na nililinaw nila na ang APORs naman ay allowed even during the curfew hours, iyong pag-uwi nila sa bahay nila, pero iyong customers ang talagang umuuwi nang mas maaga dahil sa curfew. Kaya ho by extending by two hours, malaking tulong iyan doon sa mga establisyimento na iyon na makabangon.
Anyway, safe pa rin ho. In fact, iyong mga ganoong establishments, mas namu-monitor ang galaw ng mga tao dahil talagang sinusunod nila iyong mga physical distancing and all the minimum public health standards.
IVAN MAYRINA/GMA7: Okay. Salamat, Sec. Sir, the direction, the overall direction is apparently to re-open ‘no, re-open the economy. Pero tulad po ng nangyari nitong Biyernes, may kumalat pong larawan sa EDSA Carousel, matindi ho iyong siksikan ng mga pasahero eh dito sa EDSA Carousel, at maging iyong LTFRB ay nagulat dito sa dagsa ng mga pasahero. Maybe Sec. Vince or Sec. Harry can answer this. Ano ho ang tingin ng gobyerno dito? Hindi ho ba ito cause of concern? And isn’t this another surge in the making kung hindi po natin na-manage nang maayos?
SEC. ROQUE: Well, tama ka diyan, Ivan ‘no. Kung hindi po tayo magpapatuloy na mag-mask, iwas at hugas at bakuna eh talaga pong babalik na naman tayo sa mas istriktong quarantine classification. Ang pakiusap po natin ingat buhay po para sa hanapbuhay, ‘pag tayo po ay nagsiksikan, siguradong mas marami pong mahahawa; sigurado na namang makakaapekto ‘yan sa ating hanapbuhay. So para sa ating sariling kabuhayan po – mask, hugas, iwas at bakuna.
IVAN MAYRINA/GMA7: But is it even realistic, Secretary, na—I mean, to ask that of the public? Eh natural papasok po sila sa trabaho, kailangan nilang mag-commute, sasakay sila sa EDSA Carousel. Ano ho kaya ang puwede pang gawin dito para maiwasan ho iyong mga ganito? Kasi we were in the same situation 3 months ago at look what happened, na nagkaroon po tayo ng mga surge because of the new variants.
SEC. Pero, kaya nga po kanina noong tinanong ako, inulit ko lang po ang sinabi ni Mayor Sara at kung ita-Tagalog po natin ito eh sinasabi po niya na, “Mayroong pagkakataon na siya ay umatake sa aking performance as LCE kung siya ay susubok na tumakbo para presidente.” Hayaan ko na po ang taumbayan ang mag-interpret kung anong ibig sabihin ni Mayor Sara because I have no authority to interpret it for her.

So iyong second question po niya: Kasama ba sa COVID vaccination program ng bansa ang foreigners, iyong may mga permanent residency na at matagal nang nagtatrabaho sa Pilipinas? How about iyong mga pupunta dito bilang turista, kung papayagan na in the future ay kasama rin sa puwedeng mabakunahan ba daw po?
SEC. ROQUE: Kung hindi po ako nagkakamali ‘no, parang na-discuss na iyong mga permanent residents ay pupuwede po ‘no. Kaya nga po may mga nagreklamo na mayroon daw mga Tsino na binabakunahan, kung hindi po ako nagkakamali ‘no kasi no one is safe until we are all safe. Kung nandito sila as permanent resident, siyempre po saan sila kukuha ng bakuna kung hindi dito ‘no.

MELO ACUÑA/ASIA DAILY PACIFIC: Good afternoon, Secretaries. My first question for you, Secretary Harry: Napirmahan na kaya ni Presidente Duterte iyong extension ng amnesty for real estate tax as proposed by both Houses of Congress from June 14, 2021 to 2023?
SEC. ROQUE: Natanggap po ng Office of the President iyong komunikasyon galing sa Kongreso noong a-nuwebe at wala pa pong desisyon ‘no. Pero sigurado pong madidesisyunan iyan dahil hanggang today lang po ‘yan ‘no. So ‘antayin po natin ang desisyon, baka naman mamayang gabi eh maanunsiyo na ng Presidente sa kaniyang Talk to the People.
MELO ACUÑA/ASIA DAILY PACIFIC: So, ano po ang advise ninyo doon sa magbabayad? Magbayad na ba o maghintay ng desisyon?
SEC. ROQUE: Eh huwag na kayong mag-mañana ‘no. Kung kinakailangan na, kung kaya ninyo nang bayaran, bayaran ninyo na po dahil mas mabuti po ‘yan para masiguro na makaka-save kayo nang malaki ‘no.
MELO ACUÑA/ASIA DAILY PACIFIC: Opo. Para kay Secretary Mon Lopez. Secretary, good afternoon. Ano po ang inyong comparison ng Pilipinas sa mga kalapit-bansa natin sa ASEAN kung bilang ng mga bahay-kalakal na nagsara dahil sa COVID? At ano ring mga kalakal ang umunlad o yumabong dahilan sa COVID? Would you have any idea about this, Mr. Secretary?
DTI SEC. LOPEZ: Well, definitely in terms of, una iyong sa mga growth rate – we expect a recovery naman. We have been reporting ano itong 2021 starting second up to the third/fourth quarter, we can expect naman a rebound like capacity growth and the total average about 5 to 6 percent growth. We are seeing signs now, even iyong exports natin, dalawang buwan na siya na iyong March ay 41% growth, iyong April exports growth ay 72% growth; ang mga volume of production index nagwa-160% growth.
At itong—mabalik ko iyong sa exports, hindi natin puwedeng sabihin lang kaya siya nag-grow kasi mababa iyong case last year. Even i-compare siya doon sa previous year na 2019 pre-pandemic, iyong exports level natin ngayon ay mas mataas. So it appears na talagang bumabalik tayo doon sa solid growth paths na dapat na mayroon ang exports. Bakit po naging ganoon? Dahil po iyong nakuwento natin kanina, iyong polisiya ng ating quarantine ngayon kahit ECQ ay in-allow ang 100% export operation. In-allow ang 100% BPO operation kaya ang BPO also is one sector na kahit pandemic ay siya ay nag-grow, hindi siya nag-layoff, nagdagdag pa, nag-grow siya 2%. They are looking at 5% growth for the full year. Ang exports, we’re looking at—maybe for the full year even around 7% growth.
Kaya ho malaki ho ang potential na makabalik po tayo kaagad sa growth path itong taon na ‘to. And we would say we would be comparable doon sa ibang bansa lalo na iyong—even in the bigger economies, ang mga growth po diyan if ever bumabalik po sila ng mga 3% to 5% growth. Tayo naman po ay hindi mahuhuli diyan.
Of course, kapag iyong talaan as of now, malaki po talaga iyong tinama sa atin last year at compared sa ibang bansa, tayo iyong pinakamasama ang tama. That’s the reason why even in our policies right now dito sa mga quarantine classification, mayroong a little favor being done, being given na to the economic side of it. In other words, iyong quarantine natin ina-allow iyong more operation, more essential businesses to come back, to operate at higher capacity.
Hindi tulad noong dati natin na ECQ na marami tayong mga sinarang mga sektor. Ngayon po ay in-allow natin lalo na iyong mga essential pati iyong mga manufacturing ay mas maaga nating pinataas ang operating capacity. So iyon ho ‘no. So compared to other countries, hindi naman ho ganoon kasama ang ating tinitingnan. At in fact, we are in for a good rebound for this 2021.
MELO ACUÑA/ASIA DAILY PACIFIC: Secretary, but you will agree with me na hindi lahat ng Pilipino o hindi karamihan ng mga Pilipino ay may kakayahang gumastos sa mga kahit na essentials?
DTI SEC. LOPEZ: Anong ibig ninyong sabihin doon?
MELO ACUÑA/ASIA PACIFIC DAILY: When you do not have the capacity to buy?
DTI SEC. LOPEZ: Well, hindi po—tama po na may mga—dahil nga po dito sa mga nakaraang closures ng mga businesses, dahil nga dito sa quarantine, mayroon pong mga natamaan in terms of iyong kanilang purchasing power, nawalan ng trabaho at dumami po iyong poverty level natin for a while. Pero kaya nga po ngayong I am talking of the 2021 na mga quarantine classification na ina-allow po natin iyong mas maraming magbukas lalo na kung ito ay, again, non-essential and essential. Like in manufacturing, I mentioned in-allow na po up to 100% at iyong exports in-allow nga siya ng 100% operation.
So with all these, we foresee na madali pong makakabalik ang ating ekonomiya. Mayroon pong pag-aaral din na dahil iyong nangyari ngayon, iyong pandemic, ang mga economies po ay mabilis hong nakakabalik, unlike a financial crisis na mas matagal ang healing process. It will take maybe over 4, 5 years. Ito pong pandemic parang oras na ma-solve po natin ito at maka-overcome dito, ang economy po ay mabilis makakabalik. Again, our economy has good solid fundamentals from a population na 110 million, FDI natin tumaas na ng 45%, ibig sabihin mabilis bumabalik. Magkaroon lang ng reopening, nandiyan po iyong essential resources – population which serves as market, it also serves as a resource for manpower. Dinadayo po tayo because of the 49 million manpower that we have here in the country na madaling nakakabuo o nakakapunan ng mga requirements ng mga investors.
MELO ACUÑA/ASIA PACIFIC DAILY: Maraming salamat po. Para po kay Secretary Vince. Magandang tanghali po, Secretary. Ibinalita po ni Secretary Harry na mayroong 9,329,050 vaccines na narito na sa Pilipinas, nasa imbentaryo. Siguro po mas magandang maliwanag natin, ilan dito sa 9 na milyong doses na ito ang nabili natin at ilan iyong dumaan sa COVAX at ilan po iyong donasyon? That will you know convinced people that we are really serious in our campaign.
SEC. ROQUE: Secretary Vince, I’m sorry, but as of 1:05, the National COVID-19 Vaccination Operation Centers bulletin number 105 informed us that the figure has been updated. The figure of vaccines that have arrived has been updated, communicated to us as of 1:05 PM. We have received 12,605,870 doses of vaccines. That’s 12,605,870 as of 1:05 notification. So I guess, the wish of Pia has been our command, it’s 12 million. Thank you.
MELO ACUÑA/ASIA PACIFIC DAILY: Sa bilang pong ito na 12 million, ilan iyong nabili, ilan iyong donated, ilan iyong dumaan sa COVAX?
SEC DIZON: Opo ano. So ang vast majority po nitong 12.6 million doses. I don’t want to give specific numbers lang ano on the top of my head, Melo. Sec. Charlie Galvez can give the specifics, but the vast majority of the 12.6 million doses that have arrived in the country have been either donated by COVAX primarily and by our bilateral partners such as China. The vaccines that have been bought are those that have been bought from China iyong Sinovac and those that have been bought from Russia iyong Gamaleya.
Iyong ating mga biniling mga bakuna na Pfizer, Moderna, AstraZeneca at iba pang mga brands, Novovax, Johnson & Johnson, iyan po ay paparating pa lang. Dahil nga, na paulit-ulit nating sinasabi, mayroon talagang malaking problema sa global supply ng mga bakuna, dahil marami sa mga bakunang ito ay nandoon sa mga mayayamang bansa. Kaya tayo ngayon ay talagang humihingi ng tulong sa ating mga multilateral partners such as the COVAX and our bilateral partners such as China. Pero parating na iyan, pero ang importante nga na paulit-ulit nating sinasabi is lahat ng bakunang dumating sa ating bansa, eh kailangan mabilis na ibakuna at mabakuna natin sa mas nakararaming Pilipino nang napakabilis.
MELO ACUÑA/ASIA PACIFIC DAILY: Hahabol po ba tayo o umaasa tayo sa pangako ng G7 na 1 billion doses ng bakuna na ibibigay sa mga bansa?
SEC DIZON: Napakagandang balita po noong mga bagong mga bakuna na ibibigay ng mga mayayamang bansa tulad ng Estados Unidos. Pero kagaya ng sinabi na rin ni Sec. Galvez, mayroon na tayong mga napirmahan na mga kontrata. In fact, ang Moderna, ang ating initial orders ng Moderna, ito ay mga nabili na natin ay darating na ngayong June. Sa aking pagkakaalam ay June 25 ang dating ng unang delivery at magsisimula na iyan at tuluy-tuloy na po iyan sa mga susunod na buwan. Pero siyempre lahat ng bakunang makukuha natin ay dapat tanggapin natin nang tanggapin para mas marami tayong mabakunahan ng mas mabilis.
MELO ACUÑA/ASIA PACIFIC DAILY: Would you rather join the call of other countries for these powerful countries, rich countries to allow us to produce the vaccines by iyong maluwag iyong kanilang mga patents?
SEC DIZON: Opo, I think kasama ang Pilipinas sa call na iyan na luwagan itong mga regulasyon sa pag-produce ng mga vaccine. Pero siyempre, Melo, matagal pa iyan. Hindi ganoon kadaling mag-build up ng capability para mag-produce, pero very welcome iyan. So ngayon, tayo ay naka-focus sa paghahanap ng bakuna kahit anong source ay hahanapin natin para mapabilis ang pagbabakuna sa Pilipinas.
MELO ACUÑA/ASIA PACIFIC DAILY: Thank you very much, Secretary.
DTI SEC. LOPEZ: Sec. Vince, madagdag ko lang. Actually ho, mayroon tayong mga request na tulad ng mga pinasok natin sa mga discussions sa APEC noong nakaraang linggo na kung saan ay sana magkaroon ng mas maluwag na pag-a-allow iyong voluntary licensing na bigay ng mga patent holders kung hindi man magkaroon ng special compulsory licensing na kung saan ay ia-allow ang mga developing countries na magkaroon ng manufacturing capability para lang madagdagan ang pag-produce. Kasi globally talagang may shortage or hindi sapat ang produksiyon ng vaccine versus the total demand globally. Kaya po isa pong pinag-uusapan iyan sa mga international discussions na magka-allow ng vaccine production sa developing economies. At even temporary lang.
Dito naman sa atin nabalita na po siguro na inutusan po tayo ng ating Pangulo na magkaroon ng green lane para sa mga manufacturing ng vaccine ito. Kaya po iyon po ay ginawa na rin ng inter-agency kasama po ang DTI, DOH, of course sa pamumuno ng ARTA nagkaroon tayo ng mas mabilis na proseso na para sa mga magma-manufacture locally ng mga vaccine. I think 20 days na lang ang FDA assessment period, evaluation, para dito sa magpo-produce dito locally ng vaccines. So isa pong magandang balita iyan, right now, may mga walo po na kino-consider na mga possible manufacturers, local manufacturers of vaccine in the country.
MELO ACUÑA/ASIA PACIFIC DAILY: Thank you, Secretary.

USEC IGNACIO: Unahin ko na itong tanong ni Joseph Morong ng GMA News, para kay Secretary Roque and Secretary Vince: Iloilo, Butuan, Tacloban and Polomolok have seen high new cases and increases in health-care utilization. What are we going to do with these places? Some of these areas are already on MECQ.
SEC. ROQUE: Sang-ayon na rin po sa kagustuhan ng ating Presidente, iyong mga lugar po na tumataas ang kaso, mabibigyan po sila ng mas maraming alokasyon para sa mga bakuna. And I’m sure si Sec. Vince will also send additional testing kits and antigen test to these areas, can you confirm this, Secretary Vince?
SEC. DIZON: Tama po, Spox Harry. In touch po tayo kay Mayor Jerry Treñas ng Iloilo at sa ibang mga siyudad sa South Cotabato tulad ng Polomolok at iba pang areas sa CARAGA Region tulad ng Butuan and lahat po ng kayang ibigay ng national government in terms of support kasama na po diyan ang mga dagdag na bakuna ay ibinibigay po natin, kasama na rin po ng iba’t iba pang mga kailangan nila para labanan itong current surge.
USEC. IGNACIO: Secretary Vince, Dumaguete daw po says the rise [ of COVID cases] in their area is due to the easing of restrictions and the lifting of the requirement of RT-PCR test, can you comment please?
SEC. DIZON: Ang lahat po ng LGU ay may kakayahan, may authority na mag-impose ng mga requirements sa entry. So, ano po iyan—iyong mga ibang LGU po lalo na cross travel ng mga classification ‘no. From say, more stringent to mas maluwag puwede pong mag-require ang ating mga LGU ng dagdag na restrictions.
USEC. IGNACIO: Opo. Secretary Roque, last two questions from Vic Tahud of SMNI News: Komento daw po sa regarding sa sinasabi ng Pangulo kaugnay ng pag-expose sa oligarkiya ng bansa ay kaniyang greatest achievement gaya ng ginawa niya sa pagbabayad ng utang ng PAL?
SEC. ROQUE: Well, tama po iyan, hindi lang po iyong pangungutang ng PAL kung hindi nandiyan din po iyong water concession contracts na nabago na at natanggal na po iyong mga probisyon na hindi po pabor sa ating mga kababayan ‘no.
Bukod pa po diyan ay talaga naman pong ipinamahagi ni Presidente sang-ayon sa batas iyong mga lupa sa mga walang lupa. Diyan po sa Boracay ibinigay po niya ang malaking kabahagi ng lupa doon sa mga katutubo na mayroon talagang titulo diyan sa Boracay ‘no.
So, marami pa po iyan ‘no at tama po si Presidente dahil siya lang talaga ang Presidente na siguro kasi hindi tumanggap ng pera sa kaniyang eleksyon galing sa oligarchs ay nakagawa ng mga polisiya para makabuti po sa nakakarami at hindi lang po sa oligarkiya.

SEC. ROQUE: Well, unang-una po, napakaraming mga permits ang na-issue na natin dahil nga po ginamit natin iyong mga special powers ng Bayanihan, nagkaroon po tayo ng 294% increase in the number of permits na na-issue po para magtayo po ng infrastructure.
Bukod pa po diyan ay napataas din po natin ang speed at ito po ay sang-ayon po doon sa Ookla na nagme-measure po ng speed at mayroon na po tayong 9,240 na free Wi-Fi sites at kagaya ng aking nabalita na dati pa po ay binawi na po natin nag kotrata na ibinigay ng isang UN agency sa isang foreign contractor para mapabilis po iyong rollout ng free Wi-Fi sites.
Pero in terms of speed, in terms of infrastructure, in terms of Wi-Fi sites, napakadami naman pong progreso.
USEC. IGNACIO: Opo. May pahabol lang for Secretary Vince. Secretary Vince, kailangan po ba daw na kuhanin iyong PhilHealth number? Sa Arayat, Pampanga daw po kasi kinukuha ng LGU iyong PhilHealth number kapag magpapabakuna eh libre naman daw po iyon?
SEC. DIZON: Hindi po kailangan ng PhilHealth number ‘no. Paki sabi po—sasabihan po natin ang Mayor ng Arayat na hindi po kailangan ng PhilHealth number.
