RIVERA:  Atty. Sal, of course marami po ang—siyempre, sunud-sunod po talaga iyong mga pasabog ni President Duterte na talaga namang nakaka—well, it has become news to the media companies and all media practitioners, totally forgetting the … totally outshining the achievements of the day when he made that speech. Ang question ko po, sir, talaga bang wala nang magagawa tayo, it is an impossible dream to change who is?

SEC. PANELO: Diyan nga siya nanalo eh bakit mo naman babaguhin.

RIVERA: Iyon nga po. Pero iyong iba po, sir, nasasabi raw kasi na he has to at least parang limit or minimize swipes at certain matters kasi nga parang it becomes the norm, iyon sinasabi. What can you say about that?

SEC. PANELO:  Talaga namang norm iyon eh. Alam mo, ang problema sa kanila, hindi nila kilala si Presidente. Si Presidente parang ako rin iyon – sutil. The more you criticize us na wala namang problema actually iyong istilo, eh di lalong gagawin para asarin ka, inisin ka.

RIVERA: It’s his way of taunting.  Of course, kung lalo mo siyang sasabihan nang ganoon, mas lalo siyang nanggagalaiti na i-commit iyon because he just wants the satisfaction of the shock.

Ang next question ko, Attorney Sal—

SEC. PANELO: Pero teka muna, teka muna. Kahit na nga ganoon iyong istilo niya, mayroon siyang mensahe at hindi nawawala iyon sa nakikinig sa kaniya.

RIVERA: Tama, iyon nga iyong next na question ko.

SEC. PANELO: Ini-spice niya lang para tumawa pero the message is very clear. He comes across to the audience. It is only lost to those critics, detractors, iyong mga walang makitang ginagawa niyang mabuti sa salita o sa gawa.

RIVERA: Kasi nga, sir, Attorney Sal, of course ako, you know, I make comments about it. And sometimes, they tell me na masyado mo namang dinidepensahan iyong Presidente. But my position is that, well, he becomes relevant because of those things. And if he wants to put forward something that we will discuss as a nation, he can do it in that way kasi people will really notice; iyong the medical marijuana thing, naging isyu siya. Of course, itong kuwento ng house helper which for me clearly is a swipe at the juvenile justice law. And even molestation committed by several of the clergy na sinasabi niya and, of course, the idea of the molester becomes the molestor in the story. So parang for those who want to see the message, there is a message; pero for those who do not, wala talagang makukuha. Do you agree with me, sir?

SEC. PANELO: Bruce, in the first place, iyong sinabi mo na you’re defending, we’re not defending the President. We’re just telling them exactly what he means. It’s not defending. Kasi hindi nila iniintindi kaya kailangan pang ipaintindi sa kanila; kasi ayaw nilang intindihin. Iyong mga nakakaintindi, hindi mo kailangang paliwanagan.

RIVERA: Opo, kasi alam na nila. So, sir, just to be sure—of course the President has always been a critic of the juvenile justice law ‘di ba. Alam natin iyon na critic talaga siya. So with that speech in mind, do you think that he will be more assiduous in trying to change that law?

SEC. PANELO: Which one?

RIVERA: Iyong ano, iyong children exempt from criminal liability kapag 15 and below.

SEC. PANELO: Hindi naman siya iyon eh, Kongreso iyon. Matagal na niyang sinasabi iyan na amyendahan nila, hindi naman ginagawa.

RIVERA: Okay. So at least we’re clear on that. And also, sir, being his spokesperson, how can you at least… you know, assuage or tell those people who are a little bit uncomfortable with this kinds of rhetoric. Kasi siyempre may mga tao na medyo nasya-shock – ako hindi na, sanay na ako eh. Pero iyong hindi pa, medyo iyong mga … well, masasabi natin na mayroong mga supporters tayo na all of a sudden ay nasya-shock na sila. So how can we tell them that it’s… you know, to assure them that it’s not something that is negative?

SEC. PANELO: Well, they have to accept the President as he is. At saka ang mga nasya-shock lang naman diyan iyong mga ultra-conservative, wala ng pag-asa. Palagi nang shock iyon. Ganoon talaga iyan eh.

RIVERA: I kinda of agree with you; because sometimes ultra-conservatism is equals hypocrisy.

SEC. PANELO: Alam mo, mayroon akong ibabahagi sa inyo. Alam mo iyong sa COA niya, COA niya ‘di ba, tapos I issued a statement na that was just a joke, it’s his way of—but actually that was a criticism.

RIVERA: Yes, I know. I wrote an article about it.

SEC. PANELO: Anyway, so marami ang nag-react – mga kontra partido, kritiko. Parang natakot si ganito, si ganiyan. Well – I have something to share – last night I was taking dinner diyan sa Kimpura Greenhills, tapos may lumapit na isang tao, kasi kaibigan nung ka-dinner ko, eh masyadong inintindi iyong pangalan at saka kahit narinig ko iyong pangalan, hindi ko rin masyadong … kung sino siya. So anyway, nagkamayan kami, lumipat siya. And then sabi sa akin ng … sabi ko, sino nga ba iyon, kako? Ah si ganito iyon. Sino naman daw siya? Sabi niya, ‘Iyon ang Chairman ng COA.’

RIVERA: Ah si Aguinaldo.

SEC. PANELO: Ah siya ba iyon. So I went to him, “Sir,” address niya sa akin. Sabi ko, “Anong reaksiyon mo kay Presidente nung narinig mo iyon?” “Sir, natawa ako. He was joking the way he explained it0.” O kita mo na kako, iyong mismong binabanatan niya ay naiintindihan siya. Iyong mga nagre-react—dapat ang nag-react iyong binanatan niya ‘di ba; iyon ang problema sa kanila, they are more Popish than the Pope.

RIVERA: Ang bigat, okay. At least itong mga taong ito na talagang binanatan niya and I think there’s good reason na talaga namang banatan niya kasi alam natin na very partisan at very political ang COA ngayong panahon na ito. So—

SEC. PANELO: Sabi nga niya kagabi … ‘di ba sinabi niya nga iyong sa hagdan, kaya sabi ko sa mga tao ko, eh ‘di lumayo kayo sa hagdan. Iyon ang mga dapat na attitude, hindi iyong nagpapakuwela lang eh banat na kaagad. Ang kokorni ninyo.

RIVERA: Parang hindi nila nakuha iyong joke ni Tatay. Of course, thank you po—

SEC. PANELO: May bago na naman nga siya. ‘Di ba may isang Obispo naman yata.

RIVERA: Oo.

SEC. PANELO: May narinig na naman ako. ‘Hindi,’ sabi niya, ‘eh inumpisahan niya eh, ako ang binabanatan diyan sa pulpito eh tapos nagdarasal pa kayo na mamatay ako tapos…’ You know, if you can dish out you better know how to tanggap—
