Press Briefing of Acting Presidential Spokesperson and PCOO Secretary Martin Andanar


SEC. ANDANAR: Magandang tanghali po sa ating mga kababayan at sa Malacañang Press Corps. Narito po tayo ngayon sa Philippine International Convention Center para sa day two ng isinasagawang Duterte Legacy Summit: The Final Report.

Pinangunahan ni Pangulong Rodrigo Roa Duterte kagabi, May 30, 2022, ang 54th Cabinet meeting sa Aguinaldo State Dining Room sa Malacañang. Ito ang first full Cabinet meeting sa loob ng dalawang taon matapos tumama ang COVID-19 sa buong mundo. Mamaya ay makakasama natin si Acting Cabinet Secretary Melvin Matibag para magbigay detalye sa bagay na ito.

Sa usaping bakuna: As of May 30, 2022, nasa halos 74 million ang naka-first dose habang nasa mahigit 69 million ang fully vaccinated ayon sa National COVID-19 Vaccination Dashboard. Nasa mahigit 14 million naman ang naka-booster shots. Over-all, nasa mahigit 150 million ang total doses administered.

Sa mga tsikiting na edad lima hanggang labing-isang taong gulang, nasa mahigit 2.7 million na ang fully vaccinated. Samantalang ang mga batang dose hanggang disisiete anyos ay nasa higit 9.3 million ang fully vaccinated as of May 30, 2022. Sa ating mga lolo at lola, nasa 6.7 million ang fully vaccinated seniors as of May 30, 2022.

Ngayon po naman, mga kababayan, mga kasamahan natin sa MPC, tayo po ay masuwerte at makakasama natin si Cabinet Secretary Melvin Matibag. Magandang tanghali sa iyo, CabSec.

CABSEC MATIBAG: Magandang tanghali, Sec. Martin. At sa lahat po ng mga kasama natin at sa sumusubaybay sa programang ito ngayon, magandang tanghali po.

USEC. IGNACIO: Yes. Good afternoon, Sec. Martin. And good afternoon, CabSec. Ang una pong tanong natin ay mula kay Sam Medenilla ng Business Mirror. For Secretary Andanar, ilan po kaya ang pending legislations na currently niri-review ng Palace para raw po sa possible signing ni President Duterte? Ano kaya ang mga nasabing legislations?

SEC. ANDANAR: Sam, I cannot give you a figure. But as soon as there are signed documents which are ready for release, we will share them with you.

USEC. IGNACIO: Thank you, Secretary Martin. For CabSec Matibag, ano raw po ang matters na napag-usapan sa Cabinet meeting? Similar question po with Tuesday Niu ng DZBB. Tanong pa rin po iyan ni Sam Medenilla ng Business Mirror, Secretary Matibag.

CABSEC MATIBAG: Well, kahapon, iyong Cabinet meeting namin started at around 4:30 P.M. na ang nangyari, nag-report iyong mga Cabinet clusters ng mga nagawa and, of course, kung ano iyong mga puwedeng i-endorse sa next administration na ipagpatuloy. So, lahat ng Cabinet clusters – security and justice cluster, economic development, iyong sa climate change natin, infrastructure, people’s participation, lahat ay nag-report, iyong ginawa over the six years ng ating administrasyon ni Pangulong Duterte. At maganda naman iyong mga naging report at napatunayan iyong mga ginagawa, katulad ng what’s going on today, iyong Duterte Legacy, ganoon din iyong mga nabanggit kay Pangulong Duterte. So, iyon po iyong naging direction.

At si Presidente ay nagpasalamat sa mga miyembro ng Gabinete sa kanilang pagbibigay ng oras upang samahan siya sa kaniyang panunungkulan ng anim na taon.

USEC. IGNACIO: Thank you, Secretary Matibag. Secretary Martin, ang susunod na magtatanong via Zoom ay si Pia Rañada ng Rappler.

PIA RAÑADA/RAPPLER: Good afternoon, sirs. Sir, iyong first question ko, just to clarify ‘no, iyong Cabinet meeting last night, is it correct to say that it is the last Cabinet meeting under the Duterte administration?

SEC. ANDANAR: Pia, can I allow my colleague, Cabinet Secretary Matibag, to answer the question?

CABSEC MATIBAG: Yes, Sec. Martin. Iyon naman iyong naging pasabi na it’s the last Cabinet meeting of the Duterte administration, iyong full Cabinet meeting. But it doesn’t mean that we will stop working after that. May mga bilin pa rin, may mga directives pa rin ang Presidente. Siyempre kung kinakailangan na magkaroon pa ng Cabinet meeting in the next 30 days, gagawin naman natin iyon.

But as of last night, iyon iyong usapan na … kaya nga after noong Cabinet meeting, the President treated Cabinet secretaries, including the spouses, to a dinner and a moment na parang medyo relaxed and tribute to the Cabinet secretaries also.

PIA RAÑADA/RAPPLER: And then, Secretary, you mentioned may endorsements of recommendations to the next administration. Will these endorsements be formalized in a single document? Paano siya iri-relay to the next admin or will it be the usual department to department endorsement of recommendations?

CABSEC MATIBAG: Yes, ano iyan, mayroon naman kasing mga transition team na internal for each department so ang magiging mga endorsement diyan is through individual department na. iyong sa transition team na based on AO 47, sabi nga ni ES Medialdea, more on the schedule iyan, iyong sa pagka-schedule, the venue, kung paano iyong inauguration and all other matters na involved iyong Office of the President.

But as to the department, iyon na rin iyong practice. And we have received the reports already ng mga transition team internally, and ready naman na ipasa na doon sa next administration.

PIA RAÑADA/RAPPLER: Given this development, sir, mayroon na po ba tayong date of a meeting between President Duterte and President-elect Marcos?

CABSEC MATIBAG: Well, wala pong napag-usapan last night but I’m sure, sabi ko nga, sigurado sa June 30 ay magkikita naman kasi, that will be the formal turnover of … from this administration to the administration of President-elect Bongbong Marcos.

PIA RAÑADA/RAPPLER: Last question na lang from me. Sir, kasi every SONA, binabanggit ni President Duterte iyong need to pass a national land use act, and until now ay hindi pa rin siya napasa. So, could we just get an explanation from Malacañang what could have led to the delay or the failure to pass this very critical piece of legislation?

CABSEC MATIBAG: Well, maraming legislation, hindi lang naman iyon iyong hindi natapos. But we have to remember, we have to be mindful na hindi naman sa Malacañang lang nanggagaling iyong effort to pass a law. That’s a joint effort of the Executive and the Legislative department of our government o iyong branches na iyan.

So, as to the specifics kung bakit hindi nangyari, I’m sorry but I cannot address that because I’m not privy to that, from the start na nag-start iyan. But I’m sure if it’s not passed this administration, it will be properly endorsed by the outgoing administration.

Secretary Andanar, ang tanong ay mula kay MJ Blancaflor ng Daily Tribune: What is President Duterte’s birthday wish for Mayor Sara? Did the President congratulate her after the proclamation?

SEC. ANDANAR: The President’s wishes for our Vice President-elect are good health and success in her role as the second-highest official of the land.

USEC. IGNACIO: Opo. Second question: What was the President’s mood during last night’s Cabinet meeting? Ano po raw ang sinabi niya o bilin sa mga Cabinet members?

SEC. ANDANAR: The President was upbeat last night. He expressed gratitude to past and present Cabinet officials for helping him run the country, and he looks forward to his retirement in Davao City and spending more time with family and his grandchildren.

USEC. IGNACIO: Question from Ivan Mayrina ng GMA News for Secretary Andanar and CABSEC MATIBAG: Please describe to us iyon daw pong overall mood – although nasagot ninyo na po, baka may dagdag lang po kayo – at the Cabinet gathering last night? Who was in attendance? How would you describe the overall mood of the event, Secretary Andanar and Secretary Matibag?

SEC. ANDANAR: CabSec Melvin?

CABSEC MATIBAG: Yes. Well, like what Sec. Martin mentioned, ay masaya, iyong upbeat siya [President Duterte]. In fact, he was gracious enough to render some songs para sa mga member ng Gabinete. It’s like a family na parang celebrating also the victory of the administration, iyong mga nagawa ng administration.

And nagpasalamat [si Presidente] sa mga miyembro ng Gabinete, na dating miyembro at kasalukuyang miyembro, pati na rin doon sa mga spouses ng mga members ng Cabinet ‘no. So, masaya talaga. Treated to a dinner, tapos iyong PPO – Philippine Philharmonic Orchestra was very gracious to render songs and tugtog sa miyembro ng Gabinete.

Ang bilin niya lang talaga – wala naman siyang binilin na importante, but kagaya ng commitment ni President – na until the last day of work, trabaho pa rin. Kaya nga sabi ko kanina, kahit na parang [sabihin natin na] last Cabinet meeting na iyon, it doesn’t mean that we will stop working from today until noontime ng June 30. So iyon, hanggang mga 12:30 picture-taking, ganiyan and even the members of the Presidential Security Group, the PMS in-accommodate ni Pangulong Duterte for picture-taking. So, he stayed until mga 12:30/1:00 in the morning. So, masaya.

USEC. IGNACIO: Opo. Secretary Matibag, tanong pa rin po ni Ivan Mayrina and kay Secretary Andanar: Nagkaroon daw po ba ng announcement si President Duterte last night? Ano daw po iyong final instructions from the President para po sa kaniyang Cabinet as we enter the last 30 days of his administration – kung mayroon man po?

CABSEC MATIBAG: Nagpasalamat na lang talaga. And during the Cabinet meeting I repeatedly heard him saying na, “Hindi ako nagkamali sa mga pinili ko na miyembro ng Gabinete na ginawa talaga iyong trabaho.” So we are happy, all of us are happy na naging parte tayo ng journey ng ating Pangulong Duterte at nakapag-contribute lahat ng maganda. Marami doon sa mga Cabinet secretaries will graduate with honors at marami talagang nagawa.

So, I think the President is satisfied at masaya doon sa nagawa ng kaniyang mga miyembro ng Gabinete. But as to the instructions, iyon naman iyong general instruction na lagi na mahalin natin iyong Pilipinas at maglingkod tayo nang tama – iyon pa rin naman iyon, hindi naman nagbabago.

From Tuesday Niu ng DZBB, Secretary Andanar, although nasagot mo na iyong first question niya na kung ito na ang last Cabinet meeting? Ang second question niya: Wala na rin bang Talk to the People na gagawin ang Pangulo hanggang …bago siya bumaba sa poder by June 30?

SEC. ANDANAR: Wala namang binabanggit na wala ng Talk to the People. Kaya kami ay nakaantabay lamang sa instruction or instructions ng Office of the President pagdating sa Talk to the People matter, kung mayroon ito next week o wala, but I believe the President still has a country to run until June 30, 12 noon.
