Press Briefing of Acting Presidential Spokesperson and PCOO Secretary Martin Andanar


SEC. ANDANAR: Magandang tanghali po sa ating mga kababayan at sa Malacañang Press Corps.

Humarap si Pangulong Rodrigo Roa Duterte kagabi para sa kaniyang regular Talk to the People address. Ito ang ilan sa naging salient points:

Muling nagpaalala ang Pangulo na hindi pa ligtas ang Pilipinas sa coronavirus at variants nito. Ang kasalukuyan na mababang kaso ng COVID-19 ay dahil sa ating pinapairal na pagsusuot ng mask. Dagdag ni Pangulo, ang face mask requirement ay mananatili hanggang sa huling sandali ng kaniyang termino.

Kaugnay nito, pinuri ng World Health Organization Representative Rajendra Yadav ang pagsusuot ng mga Pilipino ng face masks. To quote Dr. Yadav, “The good thing is Filipinos are one of the best in wearing masks.”

Bagaman may pagtaas ng COVID-19 cases sa 14 Alert Level 1 areas, nananatiling mababa ang kaso ng COVID-19 sa bansa. Ayon sa report ni Department of Health Secretary Francisco Duque ukol sa latest COVID-19 situation, nasa 224 ang ating daily average cases habang nasa 1.6% ang ating positivity rate.

Samantala, iniulat ni Vaccine Czar Secretary Carlito Galvez, Jr. na inaprubahan na ang amendments ng Emergency Use Authorization, or EUA, para sa 4th dose or second booster para sa vulnerable sectors.

Still, on the report of Secretary Galvez, the G20 report accelerating COVID-19 vaccine deployment cited the Philippines as a country example on how to address deeply entrenched and widespread vaccine hesitancy. This is certainly a Duterte legacy that we all are very proud of. Congratulations po sa lahat partikular iyong ating mga medical frontliners for a job well done.

Sa usaping bakuna pa rin, as of April 18, 2022, nasa mahigit 72 million ang naka-first dose habang nasa halos 67 million ang fully vaccinated ayon sa National COVID-19 Vaccination Dashboard. Nasa mahigit 12.6 million naman ang naka-booster shots. Overall, nasa mahigit 144.7 million na ang total doses administered.

Sa mga tsikiting na edad lima hanggang labing isang taon gulang, nasa mahigit 1.4 million na ang fully vaccinated; samantalang ang mga batang dose hanggang disisiete anyos, nasa higit 9 million ang fully vaccinated as of April 17, 2022. Nasa 11.5 million ang kailangang mabakunahan sa pediatric vaccination.

Pumunta naman tayo sa ating mga lolo at lola, nasa 6.6 million ang fully vaccinated seniors as of April 17, 2022. Twenty percent pa or 1.8 million na mga seniors ang kinakailangan na mabakunahan.

At para mapaigting ang bakunahan at bilang pagsunod sa direktiba ng Pangulo, nasa 750 cities at municipalities ang nagsasagawa ng LGU house-to-house vaccinations. Naka-flash po sa inyong screen ang breakdown nito sa mga rehiyon.

Samantala, sa mga nabakunahan, magpa-booster o additional dose ng COVID-19 vaccines na. Ito ay isa sa mga siyentipikong tugon sa bumababang immunity laban sa COVID-19. Ayon sa pag-aaral, bumababa ang immunity ng isang tao makalipas ang ilang buwan matapos ang pangalawang dose o single dose ng COVID-19 vaccines. Ayon kay Secretary Galvez sa Talk to the People kagabi, nasa mahigit apatnapung milyon sa general public ang kailangan na mabigyan ng booster.

Tandaan po natin, ang booster dose o additional dose ay dumaan sa masusing pag-aaral at evaluation ng ating mga eksperto sa Food and Drug Administration o FDA. Ang mga ito ay siguradong ligtas at epektibo upang pataasin ang ating immunity laban sa malalang sakit or kamatayan na dulot ng COVID-19.

Mataas ang posibilidad na magtala ng pagtaas ng kaso ng COVID-19 sa mga susunod na linggo kung patuloy ang hindi pagsunod sa ating minimum public health standards.

Hinihikayat po ang lahat sa kanilang mga activities ngayong summer at sa nalalapit na eleksyon, mahigpit na sumunod sa ating health standards or minimum health protocols tulad ng pagsusuot ng face mask, paghuhugas ng kamay, pagdistansya, at pagkumpleto sa bakuna kasama na ang mga booster shot. Ang booster ay ligtas, epektibo at libre. Sa ating pag-iingat at pagbabakuna ng booster shots, ating mapuprotektahan ang sarili at pamilya.

Sa ibang bagay naman. Kasama sa Duterte legacy ang pagbalik loob ng mahigit 22,000 rebel returnees. Nasa mahigit animnalibong dating rebel o rebelde ang nabigyan ng financial assistance, habang nasa 879 ang nabigyan ng housing assistance. Nasa halos 25,000 naman na dating mga rebelde kasama ang kanilang dependents ang grumaduate sa skills training. Kasama ang mga ito sa Enhanced Comprehensive Local Integration Program o E-CLIP benefits. Tunay na mas pinalawak at pinalakas natin ang mga programa para sa rebel returnees.

USEC. IGNACIO: Good afternoon, Secretary Martin. Ang una pong tanong ay mula kay Julie Aurelio ng Inquirer, pareho po sila ng tanong ni Nestor Corrales, pero babasahin ko po muna itong tanong ni Julie Aurelio: May I get the Palace’s reaction to the statement of maritime expert Jay Batongbacal of DOE’s suspension of oil exploration in West Philippine Sea. Batongbacal calls it, “A game of chicken and we’re losing.” And the Chinese Coast Guard tailing of two Philippine ships conducting seismic survey of WPS is a signal that China is seriously out to prevent any petroleum exploration development by the Philippines in its own waters. Batongbacal also warned that if PXP Energy Corp. is not allowed to conduct survey in WPS, it might be eventually forced to abandon its survey contract. Similar question po iyan ni Nestor Corrales din ng Inquirer.

SEC. ANDANAR: Thank you, Nestor at Julie, sa inyong katanungan pagdating po sa naging pahayag ni Professor Batongbacal. The survey was held in abeyance because of the decision of the Security, Justice and Peace Cluster or SJPC in the Cabinet. The DOE already asked the SJPC to reconsider the decision and to immediately allow the survey. The DOE sought reconsideration on the ground that under international law, a geophysical survey is perfectly legitimate activity in any disputed area. The DOE is still waiting for the decision on its request for reconsideration. Thank you.

USEC. IGNACIO: Opo. Ang susunod pong tanong, mula kay Prince Golez ng Abante Politiko: Request reaction daw po ng Anakalusugan Partylist representative Mike Defensor’s statement urging Malacañang to offer Marcos, Jr. a PSG protection.

SEC. ANDANAR: The Presidential Security Group or PSG provides security for the President and the First Family only. Now, alam natin na sa Amerika, napapanood natin na kung sino iyong mga nananalo na kandidato ay nabibigyan ng kanilang secret service. But I am not so familiar with how the protocols work under the PSG. But, from what we know, the PSG only serves the sitting President and the First Family.

USEC. IGNACIO: Second question ni Prince Golez: Request reaction on Duterte Youth rep’s recommendation to rename NAIA to Manila International Airport.

SEC. ANDANAR: There has to be a congressional action to repeal the Republic Act # 6639 which renamed MIA to NAIA. It can be remembered that the Supreme Court in 2020 already junked the petition to nullify the said law. Thank you.

MELA LESMORAS/PTV: Hi! Good afternoon, Secretary Andanar, Usec. Rocky. Sec. Andanar, unahin ko lang po regarding sa COVID-19 situation pa rin. Nito lamang kasing Holy Week ay naitala ang sobrang daming turista, bilang ng mga turista sa Boracay gayundin sa iba pang tourist spots sa bansa. Ano po ang masasabi dito ng Malacañang? At ano po ang inyong assessment sa dami ng mga taong nagpunta sa mga bakasyunan at iba pang pampublikong lugar nito ngang nakalipas na weekend?

SEC. ANDANAR: Good afternoon din, Mela. Magandang balita iyan, dumadami na ang mga turista. So ibig sabihin, iyong confidence level ng ating mga kababayan na magbakasyon ay nandiyan na matapos nga ang mga lockdowns. Ngayon ay makaka-recover na ang turismo at makakabangon ang ekonomiya sa mga lugar na very dependent on tourism.

But the pandemic is not yet over. DILG and DENR have been apprised of the breach regarding the excess carrying capacity in Boracay last week. Hintayin po natin ang kanilang report.

And, Secretary Andanar, kasi nag-aalala lang iyong iba nating kababayan dahil nga, iyon nga, may tinatawag na revenge tourism dahil nga parang marami tayong mga kababayan na na-excite na pumunta sa mga tourist spots ay dumarami talaga iyong mga tao sa mga tourist spot. Hindi po kaya ito cause of concern sa Malacañang? And ano po iyong mga paalala natin sa mga kababayan natin lalo na doon sa mga may naka-schedule na na bakasyon sa iba’t ibang lugar?

SEC. ANDANAR: Kasama iyan sa napag-usapan kagabi, iyong pagtaas nga ng tourism at iyong pagbalik ng kumpiyansa or ng confidence ng ating mga kababayan para makapunta ng malls, para makaikot. Kumbaga ay bukas na nga iyong ating ekonomiya kaya nga po patuloy nating pinapaalala sa ating mga kababayan na huwag itigil iyong minimum health protocols – paghugas ng kamay, pagsusuot ng mask, or kung kayang umiwas sa crowd ay umiwas.

Nakita natin even before the Holy Week holidays happened ay napakadami nang uma-attend sa mga rallies ‘no. Iyong sa rallies, talagang dikit-dikit. Kaya dapat talagang mag-ingat tayong lahat, mga kababayan, dahil hindi pa nga po tapos itong ating pakikipaglaban sa COVID-19.

USEC. IGNACIO: Thank you, Mela. Susunod na magtatanong mula kay … ang tanong mula kay Sam Medenilla ng Business Mirror: Na-sign na ba ni Presidente Duterte ang proposed EO to transfer the management of NIA from the Office of the President back to DA or Department of Agriculture?

SEC. ANDANAR: Hello, Sam! The NIA EO is still not with Malacañang Records Office as of press time.

USEC. IGNACIO: Opo. Second po niyang question: May na-approve na ba si President Duterte na IRR for the Department of Migrant Workers? If yes, was it the version of Secretary Mama-o or that of the DMW technical working group?

SEC. ANDANAR: There is no approved IRR or Implementing Rules and Regulations as of this time. So far, what we received is just the draft IRR. We are still awaiting for comments. Thank you.

USEC. IGNACIO: Opo. Third question po ni Sam Medenilla: Na-receive na kaya ng Office of the President ang consolidated vape bill? If yes, kailan daw po?

SEC. ANDANAR: Wala pa pang nari-receive ang Malacañang Records Office, Sam.

USEC. IGNACIO: Opo. From Vanz Fernandez: Will the President likely push for the next administration to carry on his foreign policy on diplomacy with other nations?

SEC. ANDANAR: The President’s independent foreign policy gears towards protecting our national interests and our sovereignty as a nation. The next president should keep this in mind and may or may not follow suit, nasa kaniya po iyan.

USEC. IGNACIO: Does the incoming administration have to continue diplomatic improvements created between China and the current administration? And will the President want the next administration to continue the tough stance or reconcile with the West for the next administration?

SEC. ANDANAR: I think the question is best asked to the next administration.

USEC. IGNACIO: Opo. Tanong po mula kay Einjhel Ronquillo. Nabanggit na po ninyo ito, Secretary. Iyong tungkol daw po sa pagpanaw ni Philippine Ambassador to China, Jose Santiago Sta. Romana.

From Alvin Baltazar: PNP Chief Carlos is set to retire on May 8, a day before the election. Any possibility of extending General Carlos’ term o maaari bang mag-appoint na lang ng OIC sa PNP si President Duterte?

SEC. ANDANAR: Hintayin po natin ang desisyon ng ating Pangulo sa bagay na ito, Alvin.

USEC. IGNACIO: Second question po niya: Palace’s reaction sa diumano’y pahayag ng isang kandidato sa pagkapangulo na magkakagulo kapag ang nanalo sa eleksiyon ay si former Senator Bongbong Marcos? The information cropped up during the presscon of three presidentiables this past Sunday. How does the Palace foresee the post-election with such kind of statement?

SEC. ANDANAR: Handa po ang ating pamahalaan at ang ating uniformed personnel na panatilihin ang kaayusan ng ating bansa.

USEC. IGNACIO: From Rose Novenario of Hataw: Maituturing bang midnight deal ng Administrasyong Duterte ang pagbebenta sa IBC-13 sa halagang P5 billion, considering na ikinakasa ang public bidding dalawang buwan bago matapos ang termino ni Pangulong Duterte.

SEC. ANDANAR: Rose, there is no midnight deal here. It is a mandate of the Duterte administration to rehab the government TV station, since day one. And the first time in the history since 1986 to privatize the television network.

No bidding schedule for this matter as of press time. TWG or the technical working group is still working on it. This answer is particularly from the chairman, Hexilon Alvarez of IBC-13.

USEC. IGNACIO: Opo. From Rose Novenario pa rin po ng Hataw: Paano na iyong COA report kaugnay sa amended joint venture agreement ng IBC-13 at RII Builders na ito ay null and void, dahil sa halip na sharing of net revenues in a residential development, ang kasunduan ay naging contract of sale ng lupain ng IBC-13 na ikinalugi ng gobyerno? Hindi aprubado ng National Economic Development Authority (NEDA) Board’s Investment Coordination Committee (ICC) at hindi nilagdaan ng kaukulang approving authority, alinsunod sa sections 7.2B at ang 7.2C ng Revised Guidelines and Procedures for Entering into JVAs (Joint Venture Agreements) between government and private entities?

SEC. ANDANAR: The current leadership of the Intercontinental Broadcasting Corporation has engaged an independent team to look into any irregularities of the RII Builders’ agreement. As of date, the IBC is still negotiating with RII to upgrade badly needed facilities that should have been complied with. We are confident that before the President’s term ends, RII would have complied. Thank you, Rose.

USEC. IGNACIO: Opo. From Vic Somintac ng Radyo Agila: Ano daw po ang development sa ‘government allows partial deployment to Ethiopia?’

SEC. ANDANAR: The Government has partially lifted the ban on the deployment of overseas Filipino workers (OFWs) to Ethiopia based on the board resolution made by the Philippine Overseas Employment Administration (POEA). This after the alert level in Ethiopia was lowered from four to two. Thank you.

USEC. IGNACIO: Opo. Ano rin daw po ang development sa more job openings para daw po sa OFWs in Germany?

SEC. ANDANAR: Umaasa po tayo na mapa-finalize ng Department of Labor and Employment o DOLE ang labor agreements with Germany, bago matapos po ang termino ni Pangulong Rodrigo Roa Duterte.

USEC. IGNACIO: Opo. Iyong tanong po ni Prince Golez ng Abante Politiko, nasagot na ninyo, about doon kung magdedeklara ng holiday. Natanong na po yata ito ni Mela tungkol sa May 9 elections.

Secretary, basahin ko na lang po iyong ibang tanong ni Vic Somintac. Sinabi niya po dito: Facebook/Meta restricts NSA Secretary Esperon’s account for alleged red-baiting in social media. Ang questions, decisions, say in Meta things – its fact-checkers are more competent than him on Nat Sec (national security) matters?

SEC. ANDANAR: Ngayon ko lang narinig ang balitang iyan. But let me check first with Secretary Jun Esperon.

Iyong isa pa rin po niyang tanong: President Duterte’s economic team to attend the IMF-WB Meeting in Washington with ambassador Romualdez, assisting them with the PPP roadshow to invite US investors and then DTI Secretary Lopez will meet with US Commerce Secretary to advance talks on bilateral and strategic initiatives and cooperation on trade and investments?
