Humarap kagabi po si Presidente Rodrigo Roa Duterte sa taumbayan para sa kaniyang regular Monday Talk to the People Address. Ito ang ilang sa mga mahahalagang puntong kaniyang sinabi:
– Sinabi ng Pangulo na tinitingnan niya ang posibilidad na gawing libre ang beep card. Nilinaw ni Presidente na tanging ang card, hindi iyong pamasahe, ang may posibilidad na maging free of charge.
– Sinabi rin ng Presidente na ang pondo na nakalaan para sa COVID-19 response was spent wisely according to rules.
– Ipinag-utos din ng Pangulo na sirain ang lahat ng nakumpiskang shabu at tinatagong shabu bilang ebidensiya sa mga akusadong drug personalities. Nagbigay ang Presidente ng isang linggong taning sa bagay na ito.
– Inulat din kagabi sa Talk to the People Address ang pagbubukas ng klase sa pampublikong paaralan. Mamaya ay makakasama po natin ang ating idolo, si Education Secretary Liling Briones, para magdetalye at pag-usapan ito.
– Kasama sa napag-usapan ang mabilis na pag-aapruba ng mga local government units sa application ng permits at clearances ng mga telcos. Mayroong 1,171 ang mga naaprubahan na.
Now, muli po tayong nagpapasalamat sa napakataas na trust rating at performance rating na ibinigay ng ating taumbayan dito po sa huling survey na face-to-face survey ng Pulse Asia. Sa pamamagitan ng batas na ito, palalakasin natin ang ating mga nagawa na at ating mga kakayahan para ipatupad ang mga programa at mga proyekto.

Ito ang ilan sa mga salient points ng nasabing report: Nakipag-ugnayan ang Department of Social Welfare and Development field office sa regional offices ng Department of Interior and Local Government at regional mechanisms ng Inter-Agency Task Force para malaman ang mga lugar na certified as ilalim ng granular lockdown para sa proper targeting ng low income family beneficiaries. Dahil bibigyan nga po natin ng ayuda iyong mga lokal na mga barangay or sitio or building na nagkaroon po ng lockdown.
Now, mula sa September 11 to 30 ngayong taon, nag-hire po ang Department of Health ng 8,980 human resources for health para sa priority health programs. Mahigit sampung libong nurse o 10,673 nurses ang nai-deploy sa primary care facilities para lumahok sa hospital-based and community-based COVID-19 responses habang mahigit apatnalibo o 4,276 other deployed human resources for health ay kasama rin po sa COVID-19 response.
Ini-report din po ng DOH na as of September 30, 2020, mayroon na tayong 17 bilateral partners para sa clinical trials. Nagpahayag din ang Pilipinas na interesado itong sumali sa WHO Solidarity Trial for vaccines at COVAX facility.
Para mapabilis ang pagbangon ng ating ekonomiya, inaprubahan ng National Economic Development Authority noong August 19, 2020 ang revised list of infrastructure flagship projects sa ilalim ng ng Build, Build, Build program. Kasama rito ang pitong bagong infrastructure projects: ang National Broadband Program; Information and Communications Technology Capacity Development and Management Program; ang Water District Development Sector Program; ang National Irrigation Sector, Rehabilitation and Improvement Project; ang Balad-Balad Multi-Purpose Project Phase II sa Tarlac; ang Halaur River Multi-Purpose Project Stage II sa Iloilo; at ang Lower Agno Irrigation System Improvement Project.
Ini-report din ng Presidente sa Kongreso na as of September 30, mayroong 18,000,058,000 of the total Bayanihan grants ang nai-release na sa mga local government units. Nakikita sa infographics ang breakdown na ito. Mayroon pong food assistance; procurement of hospital equipment and supplies; other necessary COVID-related expenses; expenses to the construction, repair and maintenance of space and building to accommodate COVID-19 patients; procurement of medicines and vitamins; food, transportation and accommodation expenses of medical personnel and other LGU personnel directly involved in the implementation of COVID-19 related activities; procurement of PPEs; procurement of equipment, reagents and kits for COVID-19 testing; procurement of disinfectants; expenses for the purchase trial of tents, spaces for temporary shelters; expenses for the operation of stand-alone mobile testing laboratories; and expenses for training of personnel in the conduct of COVID-19 testing and other related trainings.

COVID-19 updates naman po tayo. Ito po ang global updates ayon sa Johns Hopkins: Higit tatlumpu’t limang milyon na po or 35,366,134 na kaso ng COVID-19 sa buong mundo. Mayroong higit isang milyong katao naman or 1,039,802 ang binawian ng buhay dahil sa coronavirus. Nangunguna pa rin po ang Estados Unidos – 7,453,829 cases; with 210,127 deaths. India po ay pumapangalawa – 6,623,815 cases; 102,685 po ang mga namatay. Brazil – 4,915,289; 146,352 po ang namatay. Russia is at 1,219,796 cases; 21,372 po ang namatay. At ang sa Colombia po ay 862,158; 26,844 po ang namatay.
Sa Pilipinas po, mayroon na po tayong na-test na halos apat na milyon na po. The number now is 3,675,938 ang na-test na po natin using PCR sa 107 licensed RT-PCR laboratories at 33 licensed GeneXpert laboratories.
Ang aktibong kaso po natin ng COVID sa Pilipinas ngayon ay nasa 45,799. Sa numero pong ito, ang asymptomatic ay 9.2%, ang mild ay 85.6%, ang severe ay 1.6%, ang kritikal ay 3.6%. Ang recoveries po natin ay 273,123, samantalang ang deaths po ay 5,840.

SEC. BRIONES: Magandang tanghali sa nanunood ng programang ito. Magandang tanghali, Spokesperson Harry. Magandang tanghali naman sa mga press people, at sa aking fellow Cabinet member na si Secretary Dar.
Kami sa Department of Education ay talagang natutuwa sa success ng opening natin, pero hindi lamang ito dahil sa grabeng pagtrabaho ng Department of Education pero dahil sa support ng buong sambayanang Pilipino: Umpisa na ang Presidente na talagang nagbigay ng budget support; ang Secretary of Finance; ang members ng IATF na nagbibigay ng up to date data sa amin kung ano ng nangyayari sa coronavirus; at ang ating spokesperson, si Sec. Harry; ang PCOO; ang civil society; ang Church, lahat-lahat, ito ay isang national endeavor.
Alam na nating lahat na matindi ang debate dito maliban sa debate ng coronavirus. Ang debate naman ay kung bubuksan ba ang eskuwelahan even up to madaling araw ng October 5 ang dami pa ring efforts na tigilan ang pagbukas ng eskuwelahan, kaya ito ay isang malaking tagumpay. Dahil ang question dito kasi, spokesperson Harry, ay ready na ba tayo? Ang sagot ko niyan eh si Lapu-Lapu hindi naman nagtanong kung ready na siyang lumaban kay Magellan. Hindi tayo matitigil, hindi tayo mapipigil dahil sa coronavirus.
Maalaala ko, nag-review ako ng kaunting history, spokesperson, maalaala ko na sa panahon ng rebolusyon, series of cholera epidemics noon. Maalaala natin mismo si Apolinario Mabini ay natumba siya ng cholera when he was in Hong Kong pero hindi naman napigilan ang ating Philippine Revolution. Let me first tackle iyong first concern, iyong pag-aaral ng PhilRice using iyong PRiSM ay halos nandoon sa presyo ng 18 to 19 pesos ang presyo ng palay doon sa mga major rice producing provinces.
Now, agree rin tayo na mayroong pagbaba ng presyo sa iba’t ibang probinsiya. Now, alam natin na mayroon na tayo nitong Rice Tariffication Law at part of ensuring rice security sa bansa. We only have about 86%, Ka Harry, iyong rice sufficiency level. So with Rice Tariffication Laws ay mayroon ng nakapasok na two million metric tons ng rice. So during this main harvest ay kinausap po natin, through BPI, ang mga nag-i-import ng bigas na huwag muna magparating ng bigas nitong major harvest season of the year which is now October and November. So hoping na wala munang darating.
At nandiyan po ang National Food Authority buying at the rate of 19 pesos per kilo of clean and dry palay at 14 percent moisture, Ka Harry. At they have about this year, from the seven billion peso budget nila at mayroon pa silang tatlong bilyon doon sa reserve nila ay they have ten billion pesos to buy palay. And they have now bought two million bags of palay and hoping that they can buy more. I think their target is eighteen million bags of palay.
So we are requesting iyong mga rice farmers na kung puwede ay ibenta po nila iyong mga palay produce nila sa NFA meanwhile. Now, nakikiusap rin tayo sa mga traders na huwag namang samantalahin itong panahon na ito, during pandemic, na malulugi ang mga rice farmers. So dapat mayroon kayong patriotism din na kahit—during this pandemic ay talagang tutulong tayo sa mga mamamayan, sa mga rice farmers po.

Question from Jam Punzalan ng ABS-CBN News Online: What is the Palace doing on allegations of corruption and mismanagement against IBC-13? The network’s employees union on Monday urged President Duterte to stop the corruption in IBC including the supposed to be illegal wage hike for officials and non-payment of P478 million in worker benefits and 146 million in VAT.
SEC. ROQUE: Well, we will defer the matter po sa PCOO dahil ang PCOO po ang nakakasakop sa IBC-13. Kung ang unyon po ay gustong mag-imbestiga ang Office of the President eh lumiham po kayo nang diretso sa Office of the President at makakarating naman po ang liham ninyo sa Presidential Management Staff.
USEC. IGNACIO: Second question po niya: The IBC-13 workers union also claimed that Secretary Andanar made no action on the allegations despite repeated meetings and letters. Are there plans for any investigation or sanction against officials?
SEC. ROQUE: Same answer po. Kung hindi po kayo satisfied sa naging response ng PCOO, sumulat po kayo sa tanggapan ng Presidente at ipararating ko po iyan kay Usec. Quitain.

JOYCE BALANCIO/DZMM: Yes. Good afternoon, Secretary Roque. Two questions for you and then I’ll go to DepEd Secretary Liling Briones.
For you Secretary Roque, can you give us more details about the meeting of President Duterte and Marinduque Representative Lord Allan Velasco last night? Who scheduled the interview and what was the purpose of the said meeting?
SEC. ROQUE: Well, I cannot give you more detail other than humingi po ng permiso si Congressman Lord Allan para tumakbo bilang Speaker at ang sagot po ng Presidente, “Karapatan mo iyan sang-ayon sa kasunduan ninyo kay Speaker Alan Cayetano.”
Ang alam ko po, si Congressman Allan Velasco ang humingi ng meeting at napagbigyan po siya kagabi. Ito po ay matapos nakipagpulong ang Presidente sa ilang miyembro ng Gabinete at matapos po iyong kaniyang ulat sa bayan. So mga nagsimula po iyan mga halos alas diyes na kagabi.
JOYCE BALANCIO/DZMM: Ah, parang po ba itong pagbibigay ng blessing ni Pangulong Duterte kay Congressman Velasco to still pursue the term-sharing agreement with House Speaker Cayetano?
SEC. ROQUE: Ayaw ko na pang mag-annotate, iyan lang po ang pinasabi sa akin sa taumbayan at I think people can make their own conclusions ‘no. Pero ang hirap po dito, inaakusahan na nga ako ni Congressman Leachon na mini-misquote ko daw ang Presidente – hindi po!
Kung ano lang ang sinabi ni Presidente, iyon lang po ang aking inuulit at kaya nga po I will refrain from annotating what has been said.
JOYCE BALANCIO/DZMM: On a different topic, Secretary, also para pa rin po sa inyo. President Duterte again vouched for the integrity and innocence of Health Secretary Francisco Duque in his public address last night. He said that he could not find a good reason to prosecute an innocent man. Now how will such statement, Secretary Roque, affect the ongoing investigation of the task force of the President himself created?
Si Justice Secretary Menardo Guevarra said in a Senate hearing that there are still possible big fish that can be sued after—or as they go along with this investigation. Such statements of the President, is it not premature yet Secretary at parang inaabsuwelto na niya si Health Secretary Francisco Duque and when in fact there is still an ongoing investigation?
SEC. ROQUE: Hindi naman po. Buo ang tiwala ni Presidente kay Secretary Duque at paulit-ulit po niya iyang sinasabi. Ganoon pa man, tuloy pa rin ang imbestigasyon ng iba’t ibang ahensiya ng gobyerno kasama na po ang Task Force on PhilHealth na nirirespeto naman po ni Presidente ang mga nagiging resulta ng imbestigasyon.
Abogado po kasi si Presidente at ang sinasabi niya paulit-ulit, wala po siyang nakikitang ebidensiya laban kay Secretary Duque na naging dahilan kung bakit patuloy po ang kumpiyansa niya at tiwala kay Secretary Duque.
Pero kung mayroong ebidensiya po, eh iyan po rin ang nangyari naman kay General Morales ‘no. Kampante si General Morales na dahil malapit siya sa Presidente at may tiwala sa kaniya ang Presidente ay magpapatuloy ang kumpiyansa niya sa kaniya ‘no. Pero noong lumabas po ang ebidensiya, hindi naman po nanghimasok ang Presidente. Sa ngayon po, patuloy ang kumpiyansa at tiwala ni Presidente kay Secretary Duque.
JOYCE BALANCIO/DZMM: Can I go to Secretary Briones po?
SEC. ROQUE: Please, Secretary Briones…
JOYCE BALANCIO/DZMM: Secretary Briones after assessing our first day po ng pasukan kahapon, what are the adjustments na gagawin natin after seeing that some teachers also and some students are having challenges or experiencing challenges in this blended learning methods?
SEC. BRIONES: Joyce, bearing in mind that we have 61,000 schools all over the country – public and private – and we have reports from a number, maybe a few of them about difficulties, madaling nari-resolve. Kanina halimbawa sinabi ko 16,000 concerns ang natanggap, that is from June to the present.
Ang kahapon, ang concern na natanggap – kasi may Command Center kami – ay 96 all over the country from 61,000 schools. So the public can draw its conclusions.
Madali ngayon because of technology, may mga iba’t ibang lugar halimbawa sa Mindanao, halimbawa sa NCR, halimbawa sa Luzon, sa Visayas na kung mayroong mga complications nalalaman namin kaagad at saka iyong aming mga Regional Directors nandoon sila on the ground. Ang aming Central Office Directors, lahat kong mga Undersecretaries and Assistant Secretaries, they were scattered all over the country. Ako nandito naman sa Central Command natin dito sa National Capital Region kaya itong mga problemang ito nahaharap kaagad.
Ang nakikita namin kasi iyon ang tanong mo, ang nakikita namin na continuing challenge of course is connectivity. Pero kaya nga blended ang learning natin kasi kung hindi uubra ang isang paraan tulad ng connectivity, pero mayroon din kahapon makita ninyo sa isang lugar sa Nueva Ecija na naka-develop sila ng paraan na hindi na kailangan na pumapasok iyong mga servers ‘di ba. Medyo suwerte ang DepEd dahil napaka-valuable ng education sa ating lipunan kaya lahat talagang nagtutulungan – ang government, ang civil society, ang mga professional groups. Eh hindi na kami humihingi, sila na mismo ang lumalapit. Sila na magsasabi na ito ang dapat ninyong gawin, wala kayong connectivity, ito mag-setup tayo ng ibang paraan.
Oo, at saka kung makita ninyo iyong… those of you who’ve been monitoring the entire opening ceremonies, ang mga host doon ay mga teachers mismo na nag-train ng mga named journalists and broadcasters na takot akong i-recite iyong mga pangalan nila, baka may ma-miss out ako kasi these are really professionals na napakagaling at kitang-kita na natuto naman iyong ating mga teachers.

At kaya we’re also looking for alternatives at maraming offers, maraming advice tungkol dito at nandiyan din ang ibang paraan. Iyon ang kabutihan ng may binuo ka na options, yes.
JOYCE BALANCIO/DZMM: Opo. Secretary, paano naman po iyong cases ng mga estudyante na naka-modular learning pero iyong mga magulang nila ay wala ring competency para gabayan sila. Bagama’t mayroon silang mga 1.2 billion na mga overstock or slow moving or idle pero hindi pa po expired at mayroon silang mga around 1.2 billion na near expiry. So, ang mandato po ng Presidente sa DOH lalung-lalo iyong mag-i-expire na, paki-distribute na po ng hindi masayang at iyong mga overstock at slow moving naman po ay ilabas na po natin sa ating mga warehouse ng magamit ng ating kababayan.

On top of having to sell this to the NFA various stations mayroon pang mga provincial local government units na bumibili din – Isabela, Nueva Ecija, Ilocos Norte and many others. At iyon po ay tulung-tulong sila with NFA. Alam mo iyang Beep card na iyan ay talaga namang hindi iyan iyong importante, dahil ang pagkita naman noong kumpanyang namimigay ng Beep card ay iyong kapag naglo-load ang mananakay, so mayroon silang kita. So, titingnan nga po natin, baka makuhang libre ng gobyerno iyan.
JOSEPH MORONG-GMA7: Sir, iyon pong kay Secretary Duque. We always hear the President parang absolving itong si Secretary Duque na parang hindi po ba ito judgment already that it will preempt iyong mga investigation? If not preempt, maybe discourage, if you were an investigator of the government and you hear the President saying right now, I mean, walang evidence against Secretary Duque. So does it not influence the investigations being done by the government on Secretary Duque?
SEC. ROQUE: Going by precedence ‘no, ang precedence po natin talaga si General Morales. Napakataas din ng tiwala ni Presidente, wala siyang nakikitang ebidensiya. Pero kapag ikaw kasi ay abogado at hindi mo nakita ang ebidensiya, you will go by your overall assessment and right now ang overall assessment ni Presidente, full trust and confidence still with Secretary Duque. Pero siyempre as a lawyer, he is also open minded to the fact na mayroon siyang binuong task force mayroon po talagang kapangyarihang mag-imbestiga ang Senado at kung mayroon pong ebidensiya, titingnan ni Presidente ang ebidensiya.
Joseph, If I may add, by way of precedent with Morales incident, wala po, hindi niya ina-absolved, hindi niya dine-discourage iyong mga pag-i-imbestiga dahil iyan nga po ang nangyari kay General Morales.

Yeah, fresh ito, so mataas po ito so ganoon na… At ang—again, we are calling on the provincial governments to also help buy sa ating mga farmers.
Alam ninyo, let me give further data on NFA, they have ten billion now presently being used. After the use up of this ten billion ay magpapa-mill na sila at ibibenta para ma-roll over iyong ten billion na iyan.
Now, also let me mention na ang NFA must have a buffer stock good for 15 days minimum. Pero iyong seven billion nila na iyan ay kulang. You need one billion to secure and buy for one day. Now, if they are tasked or mandated to have a buffer stock good for 15 days, they need a budget of 15 billion.

SEC. ROQUE: Malinaw po ang naging kasagutan na ng Presidente: Iyan ay purely internal matter sa Kamara de Representante. Desisyon po iyan ng indibidwal na mga miyembro ng Kamara, so kahit anong gawin nila, basta may numero ay pupuwede.
TRICIAH TERADA/CNN PHILS: Sir, kagabi po sa talumpati ng Pangulo, the President said that he has not killed anyone and he has not ordered the killing of anyone. But if we are going to look back about the previous pronouncements of the President, especially noong panahon po noong pangangampaniya, before he… for example, he mentioned that he ordered killings of drug suspects among others, bad guys. Why did the President sort of somehow had a back track of his statements? Does this have something to do, sir, with being consistent with his statements before the United Nations that this administration values human rights?
SEC. ROQUE: Alam ninyo po kasi, ang mga pulitiko may mga sasabihin iyan because they know, patok. Pero mayroon din silang mga sinasabi na alam nila na ito ang pawang katotohanan. So bagama’t ang Presidente po ay makulay sa kaniyang pananalita, it is to actually generate attention and discussion lalung-lalo na pagdating sa kaniyang pet issue, iyong anti-drugs campaign.
Pero kagabi po, I think the President was speaking from the heart. Abogado po ang Presidente, paulit-ulit nating sinasabi iyan, at alam ninyo po iyong indoctrination sa law school ay matindi po iyon. Ang indoctrination, sumunod sa Saligang Batas, sumunod sa mga batas at ipinagbabawal ang pagpatay sa ilalim ng Saligang Batas at ng ating mga batas.

But how do you wish to respond, ma’am, doon po sa mga nagsasabi that it’s too early to declare victory in terms of the success of blended learning?
SEC. BRIONES: We are not claiming success of blended learning which is a learning modality older than I am where various technics are utilized. And our teacher, even those who are retirable are familiar with blended learning. Right now, we are monitoring whatever is happening; pero iba iyong assessment.
So in a month or two, before the end of the year or even earlier, we will have a formal assessment. Pero iyong monitoring is there. And we resolve the problems, the challenges as they come; we don’t wait for the end of a particular period. Thank you.

USEC. IGNACIO: Secretary, question from Meg Adonis of Inquirer. For Secretary Briones: How can the DepEd ensure that the three million students who still haven’t enrolled for the school year will go back to school despite the challenges that the teachers, parents, students experienced yesterday such as connectivity problems and lack of modules?
SEC. BRIONES: We have been pointing out the drop in enrollment of those three million students can be directly correlated also with the state of the economy and employment because the drop in enrollment is in the private sector. And we believe that as the economy is gradually opened up, there will be more jobs, parents will be able to send their children.
Pangalawa, we are allowing even before coronavirus, we already have this policy for late enrollment. So they can enroll up to November kasi they can still cover 80% of the curricular requirements during that period.
So, kapag mag-improve na ang economy, mag-i-improve ang enrollment, mag-i-improve ang incomes and also, the children will be able to go back to schools lalo na sa private schools. Public schools walang problema dahil we even exceeded the targets for public schools, ang medyo bumaba is private sector learners.
USEC. IGNACIO: Ang second question po niya, Secretary Briones: What is the DepEd’s overall assessment of school opening, now that we’re on day two of the distance learning?
SEC. BRIONES: Well, our overall assessment, judging from what happened yesterday and all over the country, is that the opening has been a success and we deal with the problems as they occur on a day to day basis. We are aware of what is happening all over the country because of our communications system and if there are any difficulties, we resolve them and we meet immediately.
So, our policy group is always there. They’re out in the field right now but for this briefing, we have three of my undersecretaries and regional director who are even here and who can also help answer your concerns.

For Secretary Briones, interesado po akong malaman kung mayroon na pong sapat na facilities ang DepEd na ma-accommodate iyong mga lilipat mula sa private schools sapagkat marami po ang umalis sa private school system. Kaya po ba ng facilities at ng pondo ng Department of Education na matugunan ang pangangailangan ng mga estudyante?
SEC. BRIONES: Right now, hindi masyado ang pressure sa facilities kasi wala namang physical, wala namang face-to-face na klase. So ito ngayon ang pinaghahandaan. Ang thinking namin, we have future’s unit in education, sa aming departamento eh baka mag-iba ang design ng ating mga school houses, hindi na kagaya ng dati, pero iyon kung magka-face-to-face na tayo. Right now wala namang face-to-face kaya iyong pressure and demand on classrooms is not yet very desperate.
MELO ACUÑA. ASIA PACIFIC DAILY: Okay. For Secretary Dar, magandang hapon po. Ano po iyong specific programs na ipatutupad ninyo para umunlad ang performance ng agriculture sector sa nalalabing tatlong buwan ng taon lalo pa at may La Niña phenomenon?
SEC. DAR: Maraming salamat, Carmelo. Alam ninyo, dito sa last three months of the year, mayroon pong additional funding na galing sa Bayanihan II which is complementing the regular programs natin sa Department of Agriculture.
You know, there are three major objectives palagi sa iba’t-ibang mga programa at proyekto. Number one, we have to increase the food sufficiency levels for all the commodity industries that we have – be it rice, corn, livestock, fisheries and other.
So, patataasin natin iyong ani at, of course, iyong pangalawa, iyong income enhancing projects, kagaya po iyong sa mga production market linkages, iyong mga pagbibigay ng food logistics, pagsi-set-up ng mga “Kadiwa ni Ani at Kita” and many other platforms kasi we need really to continuously link the producers to the consuming public. So, iyon ang pangalawa, iyong income enhancing projects, marami po iyan.
Pangatlo po, iyong social protection of our farmers and fisherfolk. So, mayroon tayong ibibigay na cash and food assistance na we have allocated four billion out of the Bayanihan 2, to give cash and food assistance sa mga hindi pa nabigyan ng social amelioration na mga, kagaya ng coastal fisherfolks, mga upland farmers, mga corn farmers, mga coconut farmers, and even indigenous people.
So, ito iyong three major sets of projects, so again, because of global distortions we need to produce as much food as we have. So, mayroon tayong campaign na “Go Local, Buy Local.”
SEC. ROQUE: Melo, do you have another question?
MELO ACUÑA. ASIA PACIFIC DAILY: Opo. Yes… for you, Secretary Harry. Sinabi po ng World Bank sa kanilang report na kalalabas lang kaninang umaga na iyong impact ng COVID-19 sa kalakal ay matindi sapagka’t doon po sa mga na-survey nilang mga kumpanya, nababahala sila, mayroong uncertainty at general pessimism sa kanilang operations. Iyong mga employers saying, ito ang nararamdaman: Iyong lack of confidence will limit, according to the World Bank, additional investment and employment and may restrain growth. Ano po kaya ang puwede ninyong irekomenda sa IATF para matugunan ang reality na ito?
SEC. ROQUE: Well, talagang iyong pessimism po talaga ay problema. Kaya nga po unang-una, mayroon na po tayong bagong mensahe galing kay Presidente. Pag-ingatan ang buhay para makapaghanapbuhay sa pamamagitan ng mask, hugas at iwas.
Pangalawa po, iyan po ang dahilan kung bakit binubuksan na rin natin ang ekonomiya ‘no. Kung maaalala ninyo po, kahapon inanunsiyo natin na mas marami pang mga industriya na fully na binuksan na ng DTI maski tayo po ay nasa GCQ. At sa pagmi-meeting nga po ng Gabinete sa darating na Lunes pag-uusapan talaga kung pupuwede nang buksan ang ekonomiya dahil ang naging rekomendasyon naman po ni Secretary Karl Chua, basta po paghandaan natin iyong mga magkakasakit ng kritikal o kaya ng severe, eh pupuwede na po nating buksan ang ekonomiya at pinaghandaan naman po natin, pinalakas na natin ang ating mga hospital para kaya na nilang magbigay ng lunas at medical attention doon sa mga magkakasakit ng severe at saka critical. SEC. ROQUE: Hindi ko po alam kung false information talaga, I have no basis for answering kasi hindi ko naman po alam kung anong nakasulat doon sa mga webpages na iyon.
PIA RAÑADA /RAPPLER: Sir, siguro just to give you a background. It was basically a post accusing progressive lawmakers like Sarah Elago of being terrorists and members of the NPA and CPP. So, sir … but sir, can Malacañang give any assurance to citizens that social media false information won’t be used in intelligence reports? Is this something that the Palace can at least guarantee because Monteagudo is an appointee of the President?
SEC. ROQUE: It’s the Constitution that guarantees free speech not the President.
PIA RAÑADA /RAPPLER: But, sir, is false information, for the Palace, is false news on social media a good basis for intelligence reports and intelligence work?
SEC. ROQUE: Well, iyon nga po hindi ko maintindihan kung ano iyong false. The false information of course is dependent on the person making a choice whether not it’s true or false. So, subjective po tingin ko niyan, so hindi po ako makasagot, it has to be on a specific issue.
PIA RAÑADA /RAPPLER: So, sir, subjective meaning you don’t think that the social media media post accusing progressive lawmakers as terrorists is false? You think that those posts are actually true and accurate?
SEC. ROQUE: Well, I’m not saying that po ano but number one, I do not know if he actually called them terrorists; number two, I don’t know the context by which he used them. Kasi kung talagang terorista sila, dapat sinasampahan ng kaso under the Anti-Terror Law.
PIA RAÑADA /RAPPLER: Okay. So, sir, given that you don’t know much about the issue, will you at least clarify things with the NICA chief because, ayun nga, parang it’s making people fear that he could be using these tools in his intelligence work?
SEC. ROQUE: I’ll try but already the judgment is with Congress. If Congress approves the budget of NICA nonetheless, I think the policymakers have given him their go signal.

Ang sagot niyan ay tuloy, dahil nasa batas iyan at saka iyong benefits halimbawa, ilang buwan na wala tayong klase kasi March-April bakasyon tapos May, June dapat nag-umpisa na tayo. Ngayon, October lang tayo nag-o-opening schools. Tuloy ang lahat ng benefits, we spend 32 billion a month for the benefits and salaries of teachers and kung one year iyan, that’s P395 billion. Tuloy iyan dahil that’s provided by law.

For Secretary Dar po, question from Ted Cordero ng GMA News Online: You mentioned earlier that you called on rice importers to bring rice abroad. Does the DA have the power to ban rice importation for a certain period? Won’t this violate the Rice Tariffication Law and how many metric tons of rice imports are we expecting to come this October harvest season against the expected to be harvested locally? How will preventing rice imports help in improving local rice prices?
SEC. DAR: Ganoon nga po ang ginagawa natin, Usec. Rocky. Kinakausap po natin iyong mga gustong mag-import kasi under the Rice Tariffication Law ay talagang it’s a free trade na iyan, liberalized nga ang tawag natin. So out of patriotism, iyon na lang ang ginagamit namin na dahilan. Nakikiusap po sa lahat ng traders na nag-i-import at tumutugon naman dito sa usapan na hindi muna magparating ang ating mga importers ng bigas during the harvest period kasi doon talaga babagsak masyado iyong presyo ng palay kung talamak iyong pagdating ng imports.
Now today two million metric tons have already arrived and maybe another one quarter nasa additionally 200,000 to 300,000 may yet arrive. And if that is the case, by the end of this year and with the harvest that we have locally plus the imports that we have, we will have a very rice secure country. Meaning, ang imbentaryo po natin walang pangamba, by the end of the year we have good for three months.
